IRA Funds This is a combined synopsis/solicitation for a commercial product prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Department of Energy has accepted the deviations of RFO Part 12.Solicitation number 89243326QFE000561 is issued as a Request for quotation (RFQ) and is available for downloading on Contract Opportunities at https://sam.gov and FedConnect at https://www.fedconnect.net/Fedconnect/.This solicitation incorporates provisions and clauses by reference. The applicable provisions and clauses specific to this Request for quotation (RFQ) is available for download at https://www.fedconnect.net. Quoters are to conform to all solicitation requirements.The North American Industrial Classification System (NAICS) code for this effort is 333132. This RFQ is set-aside for small business. Only small business sources may submit a quote for consideration by the agency. Representations and Certifications must conform to the RFO provisions.EVALUATION: Selection will be based on the vendor’s quote that is considered technically acceptable with the lowest firm-fixed price. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached Specifications requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., for the Government evaluation team to make an adequate technical assessment of the proposal as meeting technical acceptability.Submission Requirements and InquiriesAll quote and questions must be submitted electronically through FedConnect. Only those quote and questions posted to FedConnect will be accepted. Quoter must register with FedConnect to respond as an interested party to submit quote, questions, and to view responses to questions. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the quote via FedConnect within five (5) business days after the issuance of the quote.The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources.
