The City of Lemon Grove is seeking proposals from qualified debt collection agencies to recover unpaid and delinquent receivables across multiple city departments. - Government Buyer: - City of Lemon Grove, Community Development Department - Purchasing and Finance departments also involved - Scope of Services: - Collection of past due invoices, administrative citations, business license renewals, dog license renewals and fines, engineering inspections, false alarm fees, fire department citations and fees, parking citations, permit fees, rents, returned checks, tobacco retail license renewal fees, and unpaid sewer connection fees - Initiate standard collection procedures within 20 days of assignment - Report and correct credit bureau entries - Comply with federal and state fair debt collection regulations - Maintain confidentiality and disaster recovery plans - Accept data in both paper and electronic formats - Process credit card and electronic payments - Bear all collection-related expenses - Remit collected monies monthly with detailed breakdowns - Provide monthly and annual financial reports - Requirements: - Agencies must demonstrate prior experience with California municipal clients - Proposals must include qualifications, experience, fee schedules, and references - Contract may be extended for up to four additional one-year periods - No specific OEMs or vendors are named; opportunity is open to qualified debt collection agencies - No product part numbers or quantities; this is a service procurement

The City of Lemon Grove is seeking proposals from experienced debt collection agencies to provide revenue collection services for unpaid and delinquent receivable account items. These include accounts receivable past due invoices, administrative citations, business license renewals, dog license renewals and fines, engineering inspections, false alarm fees, fire department citations and fees, parking citations, past due permit fees, past due rents, returned checks, tobacco retail license renewal fees, and unpaid sewer connection fees. The scope includes initiating collection procedures, reporting to credit bureaus, compliance with regulations, maintaining confidentiality, accepting payments, and providing monthly and annual reports. Proposals must include qualifications, experience, fee proposals, and references, and are due by September 17, 2026.
