This notice announces the DEA's intent to award a sole source contract to Porter Lee for support and maintenance of the BEAST Laboratory Information Management System (LIMS) used in the National Forensic Laboratory Information System (NFLIS). - Sole source procurement to Porter Lee, the OEM of BEAST LIMS - Services include support and maintenance for BEAST LIMS data acquisition - BEAST LIMS is proprietary and required for NFLIS drug data collection - NFLIS collects drug identification results from accredited forensic labs (ANAB/ASCLD/LAB, ISO 9001, ISO 17025) - Only Porter Lee's proprietary system and reports are acceptable; no competitive quotations sought - Estimated contract value is $44,000 - Period of performance is one year, from September 15, 2026 to September 14, 2027 - No product purchases; service is for ongoing system support and maintenance

Description

The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source purchase order to Port Lee for Porter Lee-Bar Coded Evidence Analysis Statistics and Tracking (BEAST) for Laboratory Information Management System (LIMS) data acquisition.  This vendor uses proprietary systems/reports to generate data and reports needed for the continued operation of the Drug Enforcement Administration’s sponsored National Forensic Laboratory Information System (NFLIS).  The DEA’s NFLIS-Drug data collects drug identification results and associated information from drug cases submitted to and analyzed by participating Federal, State, and Local forensic Laboratories with drug chemistry sections many of whom are ANAB/ASCLD/LAB accredited and conform to the requirements of ISO 9001 and designed to assist forensic laboratories in meeting the requirements of ISO 17025 accreditation.  The government will not modify the data obtained from participating vendors other than to ingest it into NFLIS. This notice is not a request for competitive quotation. The closing date for submitting a capability statement is August 26, 2026 at 4:00 PM Eastern Standard Time (EST).
