Description

The New York State Education Department (NYSED) Office of Special Education is seeking proposals to provide professional development and technical assistance to certified Impartial Hearing Officers (IHO) in New York State. Additionally, proposals are sought for conducting investigations of complaints alleging misconduct or challenging the competence of a NYS IHO. The RFP is divided into two parts: Part I for professional development and technical assistance, and Part II for complaint investigations. NYSED will award up to two contracts, each starting December 1, 2026, and ending September 30, 2029. Subcontracting is limited to 30% of the total contract budget, and bidders must comply with M/WBE participation goals.
