Asphalt Resurfacing Construction Services for U.S. Embassy Oslo

The U.S. Embassy Oslo, under the U.S. Department of State, is seeking construction services for asphalt resurfacing at Villa Otium, Nobels Gate 28, Oslo, Norway. - Government Buyer: - U.S. Department of State - U.S. Embassy Oslo - General Service Office, Procurement (Contact: Michael Abrahams) - Scope of Work: - Rehabilitation of approximately 1,300 meters of road/driveway - Includes milling, removal of existing asphalt, base preparation, drainage correction, curb slab repair, and installation of new asphalt (minimum compacted thickness: 6 cm) - Asphalt overlay of two walkways totaling approximately 400 meters - Surface preparation, tack coat application, and installation of new asphalt overlay (minimum compacted thickness: 5 cm) - Services Requested: - Complete provision of labor, materials, equipment, transportation, supervision, and all necessary services for asphalt resurfacing - Unique Requirements: - Firm fixed-price contract, payable in NOK - Performance period: 14 calendar days after notice to proceed - Normal working hours: 8:00 a.m. to 4:00 p.m., Monday–Friday - Submission of construction schedules within 90 days after contract execution - Technical proposals and key personnel required for evaluation - No specific OEMs or branded products are mentioned; the focus is on construction services and materials meeting specified thickness and quality standards.

Description

Enclosed is a Request for Quotations (RFQ) for Asphalt Resurfacing Work. If you would like to submit quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a firm fixed price purchase order (P) to the responsible company submitting an acceptable offer with a LPTA evaluation.  The Government may award a contract based on initial quotations without holding discussions; however, we may hold discussions with companies in the competitive range if necessary.

The will be held on August 28, 2026 at 10.00am at Villa Otium located at Nobels Gate 28 Oslo, Norway.  Prospective offerors/quoters should contact OsloGSOBids@state.gov to arrange access to the building.

Questions on the Solicitation are due no later than September 2, 2026 at 5.00pm

Quotations are due by September 15, 2026 at 2.00pm. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to OsloGSOBids@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

Offerors shall be registered in the System for Award Management (SAM) at the time of submission of their offer, as prescribed by FAR 4.1102. Offerors may register at SAM.gov. Failure to have an active SAM registration at the time of offer submission may result in the offer being ineligible for award. Offerors interested in submitting an offer are therefore strongly encouraged to initiate the SAM registration process sufficiently in advance of the solicitation closing date.
