The International Boundary and Water Commission (IBWC) is seeking a contractor for comprehensive repair and refurbishment services for clarifier equipment at the Nogales International Wastewater Treatment Plant in Rio Rico, Arizona. - Government Buyer: - International Boundary and Water Commission (IBWC), US Section - Acquisitions Division, Operations and Maintenance Division - Nogales International Wastewater Treatment Plant, Rio Rico, Arizona - OEMs and Vendors: - Ovivo (specification standard for drive unit and parts) - Products and Services Requested: - Complete rebuild and rehabilitation of one concrete clarifier - Rebuild or replacement of one spare Ovivo clarifier drive unit - Replacement of worn parts: bearings, seals, chains, sprockets, motors, pinion gear, pinion shaft - Replacement of stainless steel blades with rubber blades - Sandblasting, painting, hardware replacement, seal replacement, scraper blade replacement, leveling, and modifications - Localized sanding/grinding of concrete wall for rake arm clearance - Relocation of panel box for improved access - Draft tube modification - Training for up to 12 government personnel on Ovivo clarifier operation and maintenance - Removal and installation services to restore equipment to operational status - Unique or Notable Requirements: - All replacement parts must meet Ovivo specifications or be equal/equivalent - Contractor must provide all labor, materials, equipment, supervision, and transportation - No new construction; strictly repair and refurbishment - Minimum one-year warranty from government acceptance - 180-day period of performance - 100% small business set aside under NAICS 811310 - Training and operation manuals required for government staff

Desription:

This is the complete rebuild and rehab of one concrete Clarifier and one spare Drive Unit.  There is no construction involved.  This is only for the refurbishment of the existing of existing clarifier. 

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for the complete rebuild of one clarifier, replace & a spare drive unit, to match original condition at NIWTP as defined in this Performance Work Statement except for those items specified as government furnished property, equipment and services. The contractor shall perform to the standards in this contract.

The existing clarifier was built in 2009 as part of the plant expansion project.  It has been maintained but it has been operating constantly (24 hours per day, seven days a week) and has experienced normal wear and tear.  The gear drive has parts that wear and will need replacing, including, but not limited to, bearings, seals, chains, sprockets, and the motor.

The spare drive unit is disassembled and needs a pinion shaft and pinion gear replaced or have the existing worn pinion gear and pinion shaft rebuilt (welded and machined) to Ovivo specs.  All other wear parts need to be replaced with an equal or equivalent to existing, and the unit needs to be reassembled, and a new motor to be installed.
