Sustainment Support for Mobile Surveillance and Unmanned Aircraft Systems

U.S. Customs and Border Protection, U.S. Border Patrol Headquarters Program Management Office Directorate, is seeking sustainment support for its Advanced Mobile Surveillance Systems (AMSS) and Small Unmanned Aircraft Systems (SUAS): - Government Buyer: - U.S. Customs and Border Protection - U.S. Border Patrol Headquarters, Program Management Office Directorate - Products/Systems Supported: - Advanced Mobile Surveillance Systems (AMSS): - Platforms include MSC-Lite, MVSS, MVSS-R, eMVSS-R, eMSC-Lite - 166 radar-equipped and 100 lite platforms - Small Unmanned Aircraft Systems (SUAS): - 462 platforms - Services Requested: - Program management support for AMSS and SUAS - Engineering support (3 engineers) for AMSS, including technical data package reviews, engineering change proposals, obsolescence management, and CISCO hardware integration - Ad hoc engineering support for AMSS and SUAS (mission support, repairs, ECP development, field support, testing, training, travel) - Test and evaluation support (documentation, onsite technical support, troubleshooting, maintenance) - Depot-level maintenance and logistics support (corrective/preventive maintenance, supply chain, warehousing, asset management) - Training development and delivery for AMSS (operator, train-the-trainer, maintenance training, materials) - Program analyst support (1 position) for inventory, shipping, database updates - Electronics technician support (5 positions) for maintenance and troubleshooting - Computer/IT specialist support (2 positions) for Windows 11, vulnerability scans, laptop replacement, software integration - Item manager support (2 positions) for inventory, procurement, vendor coordination, parts reclamation - Logistics management specialist (1 position) for lifecycle management, vendor meetings, spares provisioning - Financial analyst (1 position) for contract evaluation, invoice review, scheduling, renewals - Service order coordinator (1 position) for financial transaction management and reporting - AMSS sustainment transition services (CLS Transition Plan, asset transfer, training, assumption of sustainment responsibilities) - Unique/Notable Requirements: - Support for a large, mixed fleet of mobile surveillance and unmanned aircraft platforms - Integration and support for CISCO hardware - Emphasis on transition planning and assumption of sustainment responsibilities - Comprehensive training and asset management - No specific OEMs or part numbers are named in the documentation.

Request for Information (RFI): Mobile Portfolio Sustainment Support

The U.S. Department of Homeland Security, U.S. Customs and Border Protection, U.S. Border Patrol, is conducting market research to identify potential sources capable of providing sustainment support for the Mobile Portfolio.

This Request for Information is issued for planning purposes only and does not constitute a solicitation or a commitment by the Government to issue solicitation, award a contract, or pay for any information submitted in response to this notice.
