NASA Armstrong Flight Research Center is seeking proposals for a comprehensive avionics and display upgrade for its Gulfstream V (GV) aircraft. - Government Buyer: - NASA Armstrong Flight Research Center, Edwards, California - OEMs and Vendors: - Honeywell (primary manufacturer of requested avionics components) - Products Requested: - 6 units of Honeywell DU885 LCD PlaneDecks with Synthetic Vision (PDSV) - Part Number: ASC183B DU885 / DU885 - Replaces legacy DU880 CRTs - Includes installation, rack modifications, controls, database loader, and wiring - 3 units of Honeywell Laseref IV Inertial Reference Units (IRUs) - Part Number: Laseref IV / Honeywell Laseref IV - Certified under existing Supplemental Type Certificates (STCs) - Includes removal of legacy IRUs, installation, alignment, and inspections - 2 Cursor Control Devices (CCDs) for pilot and co-pilot - Installed in cockpit side consoles with associated wiring and switches - 1 DL-1000 Database Loader - Replaces DL-900/950 for improved software/database loading - Services Requested: - Project management, planning, and kickoff - Weekly project status reports - Contract surveillance support for compliance - Unique/Notable Requirements: - All upgrades must be completed within 20 working days during a single maintenance visit - Controlled-access facilities required for installation - Coordination with NASDAT system engineers for compatibility - Compliance with NASA specifications and government surveillance inspections - All hardware must be certified under applicable STCs - Removal of legacy cooling hardware and rack modifications - Software updates and improved operational efficiency, reliability, and safety

The Government intends to compete this acquisition on a full and open competition basis. All responsible sources may submit an offer which must be considered by the agency.

The quote must set forth full, accurate, and complete information as required by the attachments. The penalty for making false statements in a proposal is prescribed in 18 USC § 1001. This request is not to be construed in any way as a commitment of Government funds. Any award as a result of this request is contingent upon approval of the authority to negotiate and the availability of Government funds.

This RFQ does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for these products/services. This request shall not be construed as authorization to proceed with or be paid for charges incurred by performing any of the work called for in this solicitation.
