The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to: SPECTRO SCIENTIFIC, INC 1 Executive DR STE 101 Chelmsford, Massachusetts 01824-2564, United States This requirement is for the following: CLIN Item Quantity CLIN 0001 Calibration and Preventative Maintenance 1 Each Service for the MiniLab 153 (SVC035-F; S/N: SpectrOil 20035, LaserNet Fines 2405, FluidScan HH2295, MiniVisc 2028104), in accordance with the Performance Work Statement (PWS). Base Year (01 SEP 2026 - 31 AUG 2027) CLIN 0002 Calibration and Preventative Maintenance 1 Each Service for the Fuel Dilution Meter (FDM) 6000 series (SVC027; S/N: 260010000062), in accordance with the Performance Work Statement (PWS). Option Year 4 (01 SEP 2030 - 31 AUG 2031) CLIN 4002 Calibration and Preventative Maintenance 1 Each Service for the Fuel Dilution Meter (FDM) 6000 series (SVC027; S/N: 260010000062), in accordance with the Performance Work Statement (PWS). The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. This NAICS code has a small business size standard of $34.0M. The Air Force Petroleum Agency’s Aerospace Fuels Laboratory at Wright-Patterson Air Force Base (AFPET/PTPLA) is seeking a nonpersonal service contract for one (1) base year plus four (4) option years to provide calibration and preventative maintenance (PM) services at Wright Patterson AFB, Ohio for the following instruments listed below. a. One (1) MiniLab Series 153 (SN: ML153-345). The MiniLab 153 comes with five components: one MiniVisc 3050 Series (S/N: 2028104), one FluidScan Q1100 (S/N: HH2295), one Spectroil Q100 (S/N: 20035), one Lasernet Fines Elemental Analyzer Q230 (S/N: 2405). b. One (1) Fuel Dilution Meter (FDM) 6000 (SN: 260010000062). Spectro Scientific Inc. is the only certified vendor capable of providing the calibration and preventative maintenance (PM) service of one (1) MiniLab 153 and one (1) FDM 6000 analytical system without negating/voiding the product warranties. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 27 August 2026 @ 12:00 PM EDT will be considered by the Government. This notice is not a request for competitive proposals/quotes.
