Hanscom Air Force Base is seeking contractor services for the relocation of a Giant Voice Remote Terminal Unit (RTU) within building 1108, as part of the ATI Mass Alert system: - Government Buyer: - U.S. Air Force, 66th Air Base Group Communications and Information Division, Hanscom AFB - AFLCMC, Hanscom AFB, 66 ABG/SC - OEMs and Vendors: - ATI (Mass Alert system) - REACT 5000 (Central Control Units) - Products/Services Requested: - Relocation of one Giant Voice RTU from penthouse to 3rd floor office space - Site survey, power and cabling assessment, controlled power-down, transport, reinstallation, programming, alignment, optimization, and post-move testing - Deliverables: master project schedule, site survey report, cutover/migration plan, post-installation test report, final system acceptance - Unique/Notable Requirements: - Mandatory site visit for technical acceptability - Adherence to base access, security, and operational protocols - 100% small business set-aside under NAICS 811210 - Comprehensive testing and restoration of full operational capability post-move - All work must be completed within the specified period of performance - No specific part numbers or quantities beyond the single RTU relocation are provided - The RTU is a component of the ATI Mass Alert system managed by REACT 5000 Central Control Units

Description

(Re-solicitation) The Contractor shall relocate one (1) Giant Voice (GV) Remote Terminal Unit (RTU) from the penthouse area of building 1108, located on Hanscom, AFB, MA. to the spare office space on the 3rd floor of building 1108. This RTU is one of six RTUs that are part of the base-wide ATI Mass Alert system, which is controlled by two Central Control Units (REACT 5000s). Please see the Performance Work Statement(PWS) for additional requirements.

NOTICE OF MANDATORY SITE VISIT: The aformentioned are considered required for a quote to be acceptable for contract award.

1. <!--{C}%3C!%2D%2DStartFragment%20%2D%2D%3E-->A site visit will be held on Hanscom AFB on 3 September 2026 beginning at 9:00 AM ET. Please be at the Hanscom AFB Visitor Control Center by Sartain Gate (formerly Vandenburg Gate) in Bldg. 1617, Old Bedford Rd., Hanscom AFB, MA, 01731 no later than 8:30 AM ET, on 3 September 2026, to allow enough time to obtain visitor passes. The contractor shall obtain base identification and vehicle passes for all visitors.

To expedite the security screening process to access the installation, we encourage you to avoid the use of commercial vehicles. Commercial vehicles require additional security checks and will delay the start of the site visit.
