NOTICE OF INTENT TO AWARD (SOLE SOURCE)

1. Synopsis of the Requirement
The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to:
Proposed Contractor: Honeywell Analytics Contractor Address: 405 Barclay Blvd., Lincolnshire, IL 60069 Requirement Title: PosiChek3 Annual Certified Calibration Overhaul Services Total Estimated Value: $27,005.00
It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirement. (See attached justification [JOTFOC]).
2. Regulatory and Statutory Authority
This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold].
The statutory and regulatory authorities permitting other than full and open competition are:
Regulatory Authority: RFO FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. Statutory Authority: 10 USC 3204(a)(1) (applicable for DoD/Coast Guard).
3. Acquisition Details
North American Industry Classification System (NAICS) Code: 334519 SBA Small Business Size Standard: 600 Product Service Code (PSC): 6335 - Maintenance, Repair, and Rebuilding of Equipment: Instruments and Laboratory Equipment Requirement Summary: Annual certified calibration and overhaul services of Honeywell PosiChek3 computerized Self-Contained Breathing Apparatus (SCBA) test benches. This highly specialized service must be performed directly by the original equipment manufacturer (OEM), Honeywell Analytics, to maintain operational certification and comply with National Fire Protection Association (NFPA) 1852 mandates for life-safety validation equipment.
4. Submission Instructions to Interested Parties
This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued. However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding this program. The Government will not be responsible for any costs incurred by responding to this notice.
