Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The 164th Airlift Wing located at 4593 Swinnea Memphis, TN 38118 is issuing an RFQ for commercial single award contract. The North American Industry Classification System (NAICS) Code for this requirement is 336390, Other Motor Vehicle Parts Manufacturing, with a Small Business size standard of 1000 employees. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2026-01 effective date 03/13/2026.

This Request for Quote (RFQ) for FLIR Camera System is being set aside for Total Small Businesses. The Government intends to award a Firm-Fixed Price contract. If you cannot quote all items requested in this RFQ, please submit quote on what you can provide, as it may be considered if government determines best for the government, however it's the government's intent to award to a vendor who can provide all that is requested. Meaning, the goal of this solicitation is to find a small business to fill the requirements of the 164th Airlift Wing.

FAR 52.232-18 Availability of Funds (Apr 1984)  

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

All charges must be all inclusive.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-

O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(i) Technical- To be considered for award process, vendor must submit offer on time. The following sub-factors are considered in this buy:

(1) Quote must meet the brand name specified in this solicitation. Include descriptive literature or a clear reference to furnished descriptive data or other pertinent information available such as brand name and model number to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the vendor’s response.

(2) Quote must contain delivery information to include lead time and any relevant information.

(3) Quote must contain warranty information.

(ii) Price- all charges must be inclusive.

(iii) Past Performance. Within 3 years Past Performances. The Government will use FAPIIS/CPARS for Past Performance evaluation(s). No Past Performance for a

contractor will be judged as neutral.

(b) Options (Not Applicable).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
