This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.

SOLID WASTE REMOVAL SERVICES Performance of Work Statement General Scope Crown Hill National Cemetery requires solid waste removal services in accordance with this Performance Work Statement (PWS). The worksite address is: 725 W 42nd Street, Indianapolis, IN 46208. Goals The primary objective is to obtain services of a qualified Contractor to perform collection, transportation, and disposal of solid waste, ensuring safety, timeliness, environmental responsibility, and compliance with all regulations. Work Hours and Federal Holidays Work will be during normal Federal workdays, 7:30 am to 4:00 pm, with a consistent day and time preferred. No service on federal holidays listed below, or on days observed as holidays in lieu thereof: New Year’s Day - January 1 Martin Luther King Jr.'s Birthday - 3rd Monday of January Presidents Day - 3rd Monday of February Memorial Day - Last Monday of May Juneteenth - June 19 Independence Day - July 4 Labor Day - 1st Monday of September Columbus Day - 2nd Monday of October Veterans Day - November 11 Thanksgiving Day - 4th Thursday of November Christmas Day - December 25 If a pickup date falls on a holiday, service will be on the preceding or following business day, coordinated with the Contracting Officer or COR. General Requirements The Contractor shall furnish, deliver, maintain, and remove solid waste containers as requested, performing all services safely, timely, and in compliance with regulations. All management, labor, equipment, licenses, and permits are the Contractor’s responsibility. Specifications This is an indefinite-quantity, indefinite-delivery contract. Quantities are flexible, and container types and sizes may change during the contract. The Contractor shall coordinate with the CO or COR to determine site-specific requirements. Base Year Line-Item Number Section Description Pricing (all inclusive) 0001 A.1.1 2-yard general waste containers, emptied weekly The contractor shall provide the required size and quantity of containers, perform weekly pickup, and service at the same day and time each week. Scheduled services shall be invoiced monthly. Container Standards Containers shall be fully responsible for delivery, maintenance, and removal, pre-approved by the COR, kept in good repair, painted uniformly, free of graffiti, washable, odor-free, and free of vermin or foreign matter. They shall be emptied and returned on the same day, with lids securely closed. Substitute containers shall be provided within one business day if needed. Contractor Requirements The Contractor shall possess necessary knowledge, skills, and resources, including at least one year of experience, applicable licenses, OSHA training, and safety programs. A designated Contractor representative shall be provided with contact information. Personnel Qualifications Personnel must communicate effectively in English, be trained, and hold valid CDL endorsements if operating vehicles requiring a CDL. Contractor Uniforms Personnel shall wear uniforms bearing the company name and employee’s name, maintained in a clean, professional condition. Contractor Vehicles Vehicles shall be neat, in good repair, clearly marked, and designed to prevent spillage. They must carry documentation of inspections, permits, and certifications. Any spillage must be immediately collected and reported. General Conditions Includes maintaining container sites, handling damages, access to facilities, quality assurance, and supervision. The Contractor shall ensure compliance with all regulations and standards, and promptly report incidents or damages. Access to Government Facilities Access is allowed Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding holidays. The Contractor shall use only the main entrance, and pickups should be scheduled early morning, preferably before 9:00 am, avoiding holidays. Quality Assurance The Government will conduct surveillance and evaluate performance, issuing reports and corrective actions as needed, including Contract Discrepancy Reports for non-performance. Contractor’s Representative Upon award, the Contractor shall provide a designated representative responsible for managing the contract and coordinating with Government personnel. Supervision The Contractor shall provide supervision to ensure compliance, maintain standards, and uphold the dignity of the National Cemetery Administration. Regulatory Compliance, Permits, Licenses The Contractor shall obtain and maintain all necessary licenses and permits, and ensure compliance with all applicable laws and regulations. Invoicing Invoices shall be submitted monthly via Tungsten e-Invoice Network, including detailed service descriptions, pickup dates, locations, and supporting documentation. Payment is only for services performed and approved.
