FEMA Region 2 is seeking contractors for a comprehensive facility upgrade at Building C-54, Naval Weapons Station Earle, New Jersey. - Government Buyer: - Federal Emergency Management Agency (FEMA), Region II, Naval Weapons Station Earle - Scope of Work: - Roof repair and waterproofing for a 22,490 sq. ft. office building - Replacement and upgrade of exterior and interior doors, including ADA-compliant automated access doors and nine wood doors with glazed windows - Renovation and modernization of the Regional Response Coordination Center (RRCC), including flooring (3,100 sq. ft. LVT), glass walls (170 linear feet), desk removal (77 units), and electrical/network upgrades (108 workstations) - Exterior cement repairs, patching of loading dock and adjacent areas, sidewalk expansion (500 sq. ft.), and patio renovation to support future SCIF installation - Products/Services Requested: - Aluminum framed automated access doors (front and side), automatic actuators, hardware, and finishes - Commercial-grade luxury vinyl tile flooring, acoustic glass walls, Cat 6 network cabling, and electrical outlets - Structural cement repairs, sidewalk construction, and patio hardscape - All labor, materials, equipment, and supplies for installation and renovation - Unique/Notable Requirements: - Compliance with ADA, safety glazing, and building codes - Security integration and strict base access protocols (background checks, vehicle inspections) - Mandatory site visit and submission of product data/finish samples - 20-year manufacturer's warranty on painted finishes for doors - Bonding required at 3% of total project cost - No specific OEMs or product part numbers are listed; however, aluminum door systems and commercial flooring/glazing solutions are central to the project.

Description

The Federal Emergency Management Agency (FEMA) hereby issues this Request for Proposal (RFP) for Region 2 Building C-54 at Naval Weapon Station Earle in New Jersey Comprehensive Facility Upgrades. The upgrades will enhance safety, accessibility, operational reliability, and compliance with all applicable standards to support FEMA’s mission requirements.

The contractor shall provide all labor, equipment, tools, materials, parts, and supplies that are necessary to perform the facility infrastructure upgrades at Building C-54 at Naval Weapons Station Earle in New Jersey in the forms of roof repair, interior / exterior doors replacements and upgrades, exterior cement repairs and patching of loading dock and adjacent areas, sidewalk expansion of warehouse dock to building side door, patio renovation, and Regional Response Coordination Center (RRCC) workspace modernization to ensure safe, secure, and reliable operations in support of disaster response and ongoing FEMA mission needs.

A mandatory site visit will be conducted. Contractors will provide a list of attendees, prior to site visit. Contractors are required to bring Identification to the site visit and are subject to vehicle inspection prior to being granted access to the base. Mandatory Site Visit is scheduled for Tuesday, September 1, 2026, at the following location: Naval Weapons Station Earle (NWSE) 201 New Jersey Route 34, Bldg. C-54 Colts Neck, NJ 07722

Please Note Security Information for NWS Earle: Naval Weapons Station Earle’s security performs a background check on all personnel entering the Naval Base. Driver’s must be U.S. citizens and are required to present a valid driver’s license, vehicle registration, and proof of insurance. All vehicles, exterior and interior, will be thoroughly inspected by base security.
