Los Angeles County is seeking a Subject Matter Expert (SME) consultant to enhance public health emergency volunteer management and training for Medical Reserve Corps (MRC) Los Angeles and Public Health Emergency Volunteer (PHEV) partners. - Government Buyer: - Los Angeles County Department of Public Health, Emergency Preparedness and Response Division - Internal Services Department, ISD Procurement - Scope of Services: - Develop volunteer management plans, operational guides, and management manuals for Department Operation Center and Medical Countermeasure (MCM) field operations - Create hybrid and in-person training modules for volunteers, including PowerPoint presentations, interactive activities, and Incident Command System concepts - Pilot, revise, and finalize training modules and manuals based on feedback - Develop medical materiel management forms and procedures for Anthrax Mass Dispensing Points of Distribution (MPOD) - Facilitate exercise planning meetings and develop Homeland Security Exercise and Evaluation Program (HSEEP)-compliant exercise plans and evaluation guides - Evaluate exercises, conduct debrief meetings, and provide After-Action Reports and Improvement Plans - Key Requirements: - Extensive experience in public health emergency preparedness, volunteer integration, and exercise planning at federal, state, and local levels, with specific experience in California - Evidence of qualifications required, including letters of support, resumes, sample plans, and training modules - No OEMs or commercial vendors are named; this is a service-based consulting opportunity - Services are measured in hours and deliverables, with multiple training modules, guides, and exercise evaluations required - Period of performance extends through June 30, 2027, with deliverables scheduled throughout the contract term
