NASA Glenn Research Center is seeking to procure specialized Niobium BH-10 alloy powder for advanced aerospace research and manufacturing. - NASA intends to award a sole source contract to ATI Specialty Alloys & Components, LLC for this procurement. - The requirement is for 44.1 lbs of Niobium BH-10 alloy powder with a particle size of +20/-63 microns, matching the composition Nb-31Ti-7Al-4V-1.5Zr. - The powder must be produced via proprietary R&D or pilot-scale processes and match the chemistry of previously procured BH-10 sheet stock. - A chemistry analysis report/certification is required with delivery. - The procurement is classified under NAICS code 331492 (Secondary Smelting, Refining, and Alloying of Nonferrous Metal (except Copper and Aluminum)). - The period of performance is 52 weeks after receipt and acceptance of order (ARO) and a valid end-use statement. - NASA is accepting capability statements from other vendors to determine if the procurement can be made competitive, but will not consider quotes at this stage. - ATI Specialty Alloys & Components, LLC is identified as the only known source for this material. - The powder will be used for high-temperature material characterization and advanced manufacturing research supporting reusable aerospace applications.

Synopsis:

NASA/NSSC has a requirement for Procurement of Niobium Alloy (BH-10) Spheriodized Powder.

NASA/NSSC intends to issue a sole source contract to ATI SPECIALTY ALLOYS & COMPONENTS, LLC 116 15TH ST STE 301 Pittsburgh, Pennsylvania 15222 United States under the authority of FAR 12.102(a). It has been determined that ATI SPECIALTY ALLOYS & COMPONENTS, LLC is the sole provider of Procurement of Niobium Alloy (BH-10) Spheriodized Powder.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 331492.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 8/24/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
