NOTICE OF INTENT TO SOLE SOURCE TO: Advantor Systems Corporation (UEI: L8F1GNN48X69 / CAGE: 1S063)

The Joint Personnel Recovery Agency (JPRA) has a requirement to replace its existing legacy Advantor Access Control System (ACS) with the new Advantor Systems SFXi version 6.2 or higher, to include all associated Advantor Systems OEM replacement and expansion parts, for use at JPRA White Bluff. The required components are only manufactured by Advantor Systems Corporation (Advantor) and will be used to support the existing physical security and intrusion detection infrastructure.

Air Force physical security standards and Integrated Base Defense Security System (IBDSS) guidelines mandate that all electronic security systems, intrusion detection systems, and access control platforms maintain strict Department of Defense (DoD) Joint Services Interior Security Commission (JSIDS) and USAF Protection Level 1 (PL-1) non-nuclear security certifications. Only items fully certified and compatible with the existing base head-end software and network backbone are authorized for installation and integration.

The active, certified security platform currently utilized at JPRA White Bluff is built entirely upon proprietary Advantor hardware and software systems. The requested components are specially manufactured parts, software upgrades, and firmware designed specifically for the modernization and maintenance of this existing certified system and are only manufactured and sold by Advantor. Utilizing third-party, non-OEM components is technically impossible without a complete, multi-million-dollar replacement of the facility's security infrastructure and would immediately void both the manufacturer’s warranty and the system’s accredited security certification.

While competition for certified base security equipment is limited due to Air Force policy and system compatibility constraints, an Internet search was conducted to look for authorized resellers of Advantor equipment. This included contacting Advantor directly to verify that no authorized resellers of Advantor's equipment exist. The standard security equipment is available under Advantor’s new GSA Multiple Award Schedule contract 47QSMS26D004J; however, Advantor does not utilize or authorize any third-party distributors or small business resellers under this GSA schedule or on the commercial market.

Until other physical security products are authorized and fully compatible with the active facility head-end, Advantor will continue to be the only source for the required certified components. The government will continue to monitor the updated Air Force certified equipment lists for all future purchases of this nature to verify if competition is available.

Vendors that believe they can provide the items listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the government.
