(2) Set-Asides

No set-asides are applicable to this proposed contract action. This action is a sole-source modification to the incumbent contractor, CACI Federal, Inc., under the authority of 10 U.S.C. 3204(a)(1). Due to the highly specialized nature of the legacy system sustainment and the immediate transition requirements, small business set-asides (total, partial, or local area) under Part 19 or Part 26 are not feasible for this transition phase.

(iv) Technical Data Requirements

No technical data package or separate solicitation documents will be issued for this sole-source modification. Technical data regarding the internal, highly customized architecture of the legacy Global Combat Support System – Marine Corps (GCSS-MC) is proprietary to the government and the incumbent systems integrator. If prospective offerors require additional non-proprietary technical information to submit a capability statement, they may submit a written request to the Contracting Officer listed in Section (1).

(v) Equitable Adjustments for Construction Contracts

Not Applicable. The proposed acquisition is for Information Technology (IT) and systems engineering services. It does not involve the award of a construction contract.

(vi) Submission of Proposals by Responsible Sources

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, the Government will consider all capability statements received within fifteen (15) days of the publication of this notice. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.

(vii) Noncompetitive Contract Action Justification

Justification and Lack of Competition:

PAE MS / Marine Corps Systems Command intends to execute a sole-source modification to extend the ordering period by up to three years (ending 25 December 2029, or upon successful operational cut-over, whichever occurs first) and increase the contract ceiling by $150,000,000.00.

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Competition is lacking because this transitional phase requires highly specialized systems integration, database engineering, and business process reengineering (BPR) services that cannot be unbundled from the active operational sustainment of the legacy GCSS-MC environment. Over its lifecycle, the legacy GCSS-MC E-Business Suite (EBS) architecture has undergone non-standard, extensive customization, resulting in a tightly coupled, bespoke data schema that deviates from commercial baselines.

The incumbent systems integrator possesses exclusive institutional knowledge of these system-specific idiosyncrasies, ongoing API integrations, and non-standard data tables. Onboarding a new vendor to perform these critical services during the sunset window of the legacy platform would inject unacceptable schedule delays (estimated at 12 to 18 months) to account for procurement lead time, contractor transition, and reverse-engineering of the legacy codebase. Under RFO 6.103-1(c)(2)(ii), such delays would directly compromise total unit readiness across the operating forces, degrade the entire GCSS-MC logistics enterprise, and disrupt the transition to the future Logistics Chain Management System (LCMS).

(viii) Qualification Requirements

There are no pre-established, formal qualification requirements (per RFO Part 9) that an offeror or its service must meet to be eligible for award. However, any interested source must demonstrate immediate, expert-level capability to sustain the highly customized GCSS-MC EBS environment and execute complex database cleansing and extraction without causing operational downtime.

(4) Description of Services

The Marine Corps requires continuous, uninterrupted operations of GCSS-MC—the Accountable Property System of Record (APSR) for the Marine Corps supporting over 22,000 enterprise users and 75+ worldwide locations—while preparing the system's data and structures for transition to the future LCMS. This action will provide:

The baseline engineering and labor required to keep the legacy GCSS-MC EBS operational, maintain strict system availability and performance standards, and ensure continuous logistics support in both garrison and deployed environments. This also includes sustaining the GCSS-MC Mobile Training Suites in their current configuration to support Fleet Marine Force training requirements.

Encompass the highly technical, labor-intensive mapping of the customized EBS baseline to the LCMS Phase 1 data schema. This includes the identification and remediation of non-standard data tables and bespoke RICECPW objects accumulated over years of production; extraction and transformation of logistics, supply, maintenance, and financial data in compliance with GAAP, SFFAS 3, and SFFAS 29; and preparing the legacy structures for secure ingestion by the future Cloud-Based, Software-as-a-Service (SaaS) hosting environment.

Future-state LCMS architecture is designed to prevent vendor lock-in, and the LCMS System Integrator contract(s) are anticipated to be awarded via competition (anticipated in Q3FY27). This modification serves as the necessary, time-limited transition to enable that competitive future state.
