                                                                 Request for Information (RFI)

Defense Health Agency (DHA) Medical Device and Equipment (MDE) Program Management Office (PMO) Image Management Systems (IMS) and Dental IT Services.

1.0 DISCLAIMER: This is NOT a Request for Proposal (RFP) nor a Request for Quotations (RFQ). It is strictly a Request for Information (RFI) and should not be construed as a formal    solicitation nor an obligation on the part of the Government to acquire any products or services. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI, and no contract will be awarded pursuant to this announcement. The  information requested by this RFI will be used within DHA to facilitate decision making and will not be disclosed outside of DHA. Any information provided to the Government is strictly      voluntary and will be provided at no cost to the Government. 

2.0 SUBJECT: The Medical Research and Development Contracting Division 2, Defense Health Agency Contracting Activity (DHACA), is seeking information in the form of capabilities statements and availability. This RFI is for fact-finding and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential business sources in support of the Government’s requirements, which are subject to change prior to a formal solicitation release. The Government reserves the right to decide whether a small business set-aside is appropriate based on responses to this notice. Contractors are encouraged to inform the Government of any barriers that would prohibit them from competing. Contact with Government personnel, other than those specified in the RFI, by potential offerors or their employees regarding this requirement is not permitted.  

3.0 BACKGROUND: The Medical Device and Equipment Program Management Office (MDE PMO) is the office of responsibility for Defense Health Agency (DHA) dental operations and project sustainment. MDE PMO provides a full spectrum of dental services to 520,000 eligible military and retired beneficiaries in the Continental United States (CONUS) and Outside Continental United States (OCONUS) permanent locations and to the joint war fighters at deployed locations around the world. At these locations, dental professionals provide cost effective and high-quality dental care using dental information technology (DIT) by employing commercial-off-the-shelf software and state-of-the-art dental equipment. The Image Management System- Dental (IMS-D) provides total lifecycle management of all dental technologies enabling “Medically Ready Force, Ready Medical Force”. IMS-D is an enclave of digital dental imaging assets supporting the delivery of dental care that has full Defense Health Agency Risk Management Framework (RMF) accreditation and ensures compliance with DoD cybersecurity standards. The MDE PMO is seeking contractors who can provide the following comprehensive services in support of the MDE PMO’s Dental Picture Archiving and Communication Systems (PACS) program.

Configuration and Requirements Management Assist the MDE PMO with configuration management, requirements management, and acquisition planning processes to ensure efficient and effective operations. Technology Support and Integration Provide support for bi-directional connections with the DHA Global Picture Archiving and Communication Systems (PACS) repository, migration of clinics to the DHA network, integration with the Military Health System (MHS) GENESIS, and management of dental radiology reading services and lab software. Technical Support Deliver remote and on-site dental technical support for all Dental Treatment Facilities (DTFs) across the Department of War (DoW) and United States Coast Guard (USCG), Air National Guard (ANG) including troubleshooting, hardware/software configurations, server migrations, and user training. Provide functional expertise for Dental PACS software to include, but not limited to, Apteryx, MiPACs, Romexis and many more. Provide Tier1 – Tier3 helpdesk support and phone support during normal business hours.  Data Management and Security Ensure compliance with data privacy regulations,  manage SSN to EDI mappings, monitor clinic servers for system health and data integrity, and address conflicts in patient data archiving. Vendor Collaboration and System Enhancement Work with vendors to develop and update systems to meet DHA’s unique requirements, including managing proxy systems for efficient communication between client systems and the Enterprise Clinical Image  Archive (ECIA). Project Management Lead and manage projects such as software upgrades, data mapping, and migration of medical records, ensuring efficient execution and adherence to timelines. Oversee administrative tasks such as Common Access Card (CAC) applications and renewals for the MDE PMO, updates to project documentation, technical documents and manuals. Development Work Provide application development and modernization for MDE PMO systems, including but not limited to Government Off the Shelf (GOTS), DICOM Router Utilities, patient portals, scripting, developing new features, and ensuring compatibility with approved browsers. Utilize  Agile and SCRUM methodologies to track and complete development tasks on time. Cybersecurity and Compliance Implement and maintain RMF accreditation, comply with DoD cybersecurity standards, and manage information security operations for MDE PMO systems. Training and Knowledge Transfer Develop and deliver training programs for DHA  personnel, ensuring proficiency in new tools and systems, and provide ongoing support and documentation updates. Dental Imaging and Data Management Support the management and enhancement of dental imaging and data systems across military branches, including integration with MHS GENESIS and the U.S. Department of Veterans Affairs (VA), and the United States Coast Guard, and all other outside agencies that have connections to DHA.

4.0 SCOPE: The Medical Research and Development Contracting Division 2, DHACA, is issuing a Request for Information (RFI) to identify Contractors capable of meeting the Government’s requirements. The Government requests a Capability Statement providing the following:  

    a) General information and technical background describing your firm’s experience within the last five years, specifically with contracts similar in scope, complexity, and size to meet the program objectives. 

    b) If the Capabilities Statement includes a discussion on Federal Government relevant performance-based experience, provide the applicable contract and task order number, final contract price, Period of Performance, number of Full Time Employees (FTE) and a brief description of the project. 

    c) Your company’s program management plan and control policies that adhere to standard industry practices and demonstrate the ability to accurately track projects and ensure timely completion of projects.

 5.0 SMALL BUSINESS SET ASIDE: The Government intends to set aside this requirement for small businesses and will utilize the RFI results to analyze and confirm small business capacity to fulfill these needs.

 6.0 RESPONSE INSTRUCTIONS: If your firm can provide the requirements described in Section 3.0 of this document, please provide a Capability Statement to DHACA POC: Jessee Chege at jessee.t.chege.civ@health.mil. A vendor responding to this RFI with generic material only, such as brochures, advertisements, or other generic material, is highly discouraged. No questions will be entertained at this time.

The following information is requested:

    a) Capability Statement;

    b) Company Cage Code, DUNS, company name, address, point of contact and their  telephone number and email address;

    c) Small business status: 8(a), HUBZone, Service-Disabled Veteran Owned Small Business (SDVOSB), women-owned, etc.)

    d) Indicate which NAICS code(s) your company usually performs under Government contracts.  

    e) Information pertaining to the following:

            i. Does your company participate in any contracting vehicles such as Government wide Acquisition Contracts (GWACS),    Multiple-Award Contracts (MAC) or Indefinite Delivery, Indefinite Quantity contracts (IDIQ)? If so, please provide detailed                   information regarding which, contract numbers and relevant categories.

           ii. Does your company have a Federal Supply Schedule (FSS)? If so, please provide detailed information regarding which,  schedule numbers and relevant categories.

Responses to this notice are not offers and cannot be accepted by the Government to form a  binding contract. Should your firm desire to submit a capability statement, it should demonstrate the experience and expertise to provide the services identified within the time frame required.

Parties may begin submitting responses to this request for information immediately. If the information provided contains propriety information, such information must be clearly identified with appropriate disclaimers.

Due date: RFI response submission are due no later than 2:00 PM ET on 27 August 2026.  

Page Limit: RFI responses shall be limited to 10 pages, not including cover and administrative pages, and written using a 12-point font size. Beyond the 10-page limit, the Government may only review examples of media and graphic design.
