Description

This is a Notice of Intent for a DoWEA Name Brand Visual Audio for Quantico Middle and High School in Quantico, VA

The scope of this contract shall require a contractor to provide a commercial, Audio Visual (AV) systems for a Department of War Education Activity (DoWEA) School, Quantico Middle/High School (QMHS) located on Quantico Marine Corps Base in Virginia. Detailed scope of works, drawings, bill of materials, and specifications are attached. The Audio Visual Contractor (AVC) is responsible for all material, equipment, labor, supervision, training and overhead for the completion of this work as described in the statement of work to include electrical work to provide a complete, operating AV control systems including consumables. AVC shall provide all lifts, ladders, and other equipment needed to perform the work. The AVC shall provide the most compatible and technologically advanced AV equipment and peripherals to ensure video equipment and peripherals are fully functional.

AVC is responsible for removal of all debris and dunnage upon completion of the work (All work areas returned to the original condition found at contract start).

It is understood that the AVC is responsible for the accuracy of the product counts and completeness of the product quoted. The AVC shall bear the cost of providing any equipment, components or hardware shortened from the proposal.

In the event that any product becomes discontinued or unavailable for fulfillment of the contract, it shall be the AVC’s responsibility to identify and provide an acceptable substitution of equal or greater functionality at no additional cost to the government. (Acceptance will be determined by the customer – DoWEA.)

AVC’s project scope of work shall include providing and installing all needed new infrastructure, or modifications to existing infrastructure, to produce the new Audio Visual systems. The AVC’s scope shall also include all engineering and design services necessary to determine the details and extent of any needed infrastructure. 

Infrastructure includes, but not limited to: i. Electrical Power and Distribution (EC license may be required) ii. Rigging and Hanging Hardware, Including Pipes, Grids, Suspensions, Fastening, Reinforcement, and Fly-ware iii. Structural Alterations iv. All Boxes, Conduit, Chases, Penetrations, Pathways, Cable Trays v. Environmental Control / Ventilation

AVC will coordinate with school facilities at least 90 days prior to start of systems installation to present, plan, and agree upon the proposed work and responsibilities of each party.

AVC shall tender installation submittals in electronic format no later than 60 days before planned start of site work. The AVC shall plan the purchasing of equipment and materials to allow sufficient time for review and approve the project installation submittals and project bill of materials.

All proposed AV equipment with Wi-Fi capability, Bluetooth connectivity, on-board NICs (network interface cards), network or wireless functionality of any kind shall be TAA (Trade Agreement Acts) and FAR Section 889 compliant.

All network switches, wireless access points, SFP/ link modules, and SFP transceivers specified as part of AV systems shall be one of the following DoWEA Network approved brands: i. 24 and 48 port switches: Cisco Catalyst C9300X Series ii. All other network components – basis: Cisco Catalyst models

Integration with School LAN – With larger systems such as multipurpose rooms and gymnasiums, the main AV switch shall be linked via multimode fiber (duplex) with the nearest Core LAN switch to facilitate future or current streaming by a VMS and / or remote access over the school LAN. The AVC shall provide and install a 10G fiber link, including cabling, SFP transceiver(s), terminations, and cable management. AV systems requiring a link with the school LAN are identified in the individual room system specifications below.

AVC shall coordinate with the school IT department for the location of the Core switch and to determine the types of SFP transceivers and terminations required. AVC will also work with IT in configuring the Core switch with VLANs for segmentation and service levels appropriate for the anticipated types of AV data traffic on the school LAN.
