The Defense Logistics Agency (DLA) Distribution Susquehanna, PA is seeking a contractor for specialized biohazard cleanup services to remediate a severe rodent infestation in warehouse Building 732. - Government Buyer: - Defense Logistics Agency (DLA) Distribution Susquehanna, PA (DDSP) - DLA Distribution Acquisition Operations (J7) - Products/Services Requested: - Specialized biohazard cleanup service (Part Number: S201-V00007652) - Scope includes removal, cleanup, and decontamination of rodent fecal matter, urine, nesting materials, carcasses, and debris - Disinfection and deodorization of approximately 1,359 sq/ft across multiple warehouse bays - Compliance with CDC and OSHA guidelines for containment, PPE, and biohazard waste disposal - Mobilization, cleanup, and final inspection phases - Unique/Notable Requirements: - Contractor must comply with Service Contract Labor Standards and Wage Determination No. 2015-4225 Revision 36 - Work must be completed within 15 calendar days after award, during standard business hours (Monday–Friday, 0700–1530 ET, excluding federal holidays) - 100% small business set aside under NAICS code 561720 (Janitorial Services), size standard $22M - No OEMs or specific vendors are named; the requirement is for specialized service, not a manufactured product.

Description

This Request for Quotation (RFQ) is being issued to establish Firm-Fixed Price (FFP) purchase order at DLA Distribution Susquehanna, PA (DDSP) for a specialized biohazard cleanup per Attachment 1- Statement of Work.  The Government intends to award one (1) purchase order as a result of this RFQ and will be issued on a Standard Form (SF) 1449.  This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement.             

This acquisition is being solicited as a 100% small business set aside The North American Industry Classification System (NAICS) code for this project is 561720 and the size standard is $22M. The Product or Service Code (PSC) for this acquisition is S201.  

WAGE DETERMINATION: This requirement is subject to the Service Contract Labor Standards. The following wage determinations are applicable: Service Contract Labor Standards Wage Determination No. 2015-4225 Revision 36 last revised August 12th, 2026.
