FCI Beckley, part of the Federal Bureau of Prisons, is seeking a broad range of subsistence supplies for the first quarter of fiscal year 27, with a focus on certified Kosher and Halal food items. - Government Buyer: - Federal Correctional Institution Beckley, WV (Federal Bureau of Prisons) - Products Requested: - Certified Halal meals (e.g., Filet of Sole, Beef Goulash, Roasted Chicken Breast, Chicken Cacciatore, Spaghetti and Meatballs, Cheese Omelet, Halal Bologna Luncheon Meat) - Quantities range from 120 to 1,000 units per meal type - Certified Kosher meals (meat, dairy, parve, vegetarian options) and food items (e.g., Filet of Sole, Beef Goulash, Chicken Wing, Tuna, Sardines, cereals, breads, juices, condiments, dairy substitutes) - Quantities range from 84 to 600 units per meal, up to 14,000 packets for jelly, 2,000 packets for peanut butter, and 2,000 packets for oatmeal - General food supplies (dry/canned beans, rice, pasta, meats, cheeses, eggs, beverages, fresh produce, spices, sauces) - Quantities range from hundreds to tens of thousands of pounds or units (e.g., 27,000 lbs ground beef, 22,000 lbs chicken thigh meat, 15,000 lbs rice) - Institutional supplies (aprons, beard covers, hair nets, broom handles/heads) - Unique/Notable Requirements: - All items must strictly comply with Federal, State, and local food safety and labeling regulations, including allergen labeling - Kosher and Halal items require proper religious certification and ingredient specifications - No substitutions allowed; products must meet National Menu Specifications - Some items require freshness, specific grades, or packaging within defined timeframes - OEMs and Vendors: - No specific OEMs or brands are named; products must be certified Kosher or Halal and meet federal standards - Period of Performance: - First quarter of Fiscal Year 2027 (July 2026 start), with delivery schedules specified for the quarter

THIS RFQ IS FOR FCI BECKLEY

The delivered item(s) must comply with all applicable Federal, State, and local mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sale of the supplies in the commercial marketplace. Delivered item(s) must comply with all applicable provisions of the Federal Food, Drug, and Cosmetic (FD&C) Act, the Fair Packaging and Labeling Act, and regulations promulgated thereunder. When a known allergen is included in the item(s), the item(s) must comply with the allergen labeling requirements of the FD&C Act. Major allergens identified in the FD&C Act include: wheat, fish, milk, soy, tree nuts, eggs, peanuts, shellfish, and sesame or those in effect on the date of the solicitation, contract, or purchase order. Failure to comply with the National Menu Specifications will result in your quoted item not being considered for award and/or rejected upon delivery. No specification substitutions will be accepted. If a specification does NOT state it, it must be a product of the United States or Canada, it is acceptable for it to be a "product of" a Foreign Country and distributed in the United States or Puerto Rico - provided it is distributed by a U.S.-based company. When options are offered on the specifications, it is the FSA's determination as to what options are put out to bid. Not all options need be put out for bid. (i.e., cans and pouches). Items that are fried may be baked at the institutions discretion. The NFSA/Chief Dietitian will make the final determination on product compliance.
