This is a Presolicitation Notice only. This is not a Solicitation (Request for Quote). No purchase order will be issued from this announcement. Any applicable attachments for this project (i.e., Drawings) will be issued at the time of the Solicitation, not during this notice.

This procurement is a 100% Small Business Set-Aside. All interested and capable offerors are encouraged to submit a quote.

Project Description

The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a project that involves the complete replacement of the standing seam metal roof on the Control Tower Building at Mosquito Creek Lake in Cortland, Ohio. The work is to be completed within 365 calendar days after written Notice to Proceed (NTP). The rough estimate of this non-commercial construction project is between $150,000.00 and $350,000.00.

The work includes rerouting existing vent and exhaust pipes through the masonry side wall, installing a new gutter system, and integrating a new, certified, non-penetrating Lightning Protection System.

Below are the major components of the work in more detail:

Major Components of Work

Demolition and Disposal: This phase requires the complete removal and legal disposal of the existing standing seam metal roof panels, box gutter, scuppers, and the old lightning protection system. All materials will be removed down to the underlying concrete roof slab. Structural Sub-Framing Refurbishment: The contractor must inspect all existing light-gauge, cold-formed metal sub-framing. Any framing members exhibiting visible deformation or a cross-sectional area loss of 25% or more due to corrosion must be replaced (up to 95 linear feet). All remaining sub-framing must be cleaned of surface rust by wire-brushing and finished with a suitable protective coating. Roof Deck Repair and Insulation: Before new insulation is applied, the existing concrete roof slab must be repaired, cleaned, and sealed. All repaired areas must pass a 24-hour flood test to verify they are watertight. Afterward, a closed-cell spray polyurethane foam insulation will be applied to achieve a minimum thermal resistance value of R-30. This installed foam must be protected from UV radiation and covered by the new roof deck within 72 hours. New Standing Seam Metal Roof System: A new, 22-gauge structural standing seam metal roof system will be designed, furnished, and installed. The panels will feature a high-performance 70% Polyvinylidene Fluoride (PVDF) finish. The new roof design will eliminate the previous box gutter, extend to cover that area, and incorporate new ridge and fascia ventilation. The installation must also include a new, custom-fabricated, ventilated peak cap.

The contractor is responsible for all project submittals, including a Quality Control Plan, Accident Prevention Plan, and various shop drawings and product data for government approval. The manufacturer for the roofing system must have at least 10 years of experience, and the applicator must be certified by the manufacturer with at least 5 years of experience.

Special Notice: Safety and Qualification Requirements

Safety Compliance (EM 385-1-1): Quoters are advised that all work on this project must strictly comply with the latest edition of the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) (Link). Prior to commencing work, the contractor must submit and secure Government approval for a site-specific Accident Prevention Plan (APP), comprehensive Activity Hazard Analyses (AHAs), a formal Fall Protection Plan, and a professional Lift Plan detailing crane rigging and drop zones for hoisting materials to the 23-foot roof elevation. To enforce these standards, the contractor must employ a full-time, dedicated Level 1 Site Safety and Health Officer (SSHO) who must be present on-site at all times when work is in progress; the SSHO may also serve as the Quality Control System Manager (QCSM) but is strictly prohibited from serving as the project Superintendent.

Personnel and Contractor Qualifications: To ensure technical competency on this complex structural replacement, the Government requires key personnel and contractors to meet strict experience thresholds. The project Superintendent must have a minimum of five (5) years of construction experience, with at least five (5) of those years acting as a superintendent on similar metal roofing projects. The QCSM must hold a valid "Construction Quality Management for Contractors" (CQM-C) certification and have a minimum of five (5) years of construction experience on similar metal roofing installations. Additionally, the standing seam metal roof system manufacturer must possess at least ten (10) years of continuous manufacturing experience, and the system applicator must have at least five (5) years of experience as an approved, licensed applicator certified by the roof panel manufacturer.

Any resultant award will be for one (1) Firm-Fixed Price (FFP) Contract. The Request for Quote (RFQ) will be issued on or about 4 September 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The anticipated award date is 23 October 2026.

Basis of Award is best value to the Government. Quotes will be evaluated in accordance with (IAW) RFO 12.203(a), price and past performance. The Government reserves the right to reject any quotes that are unrealistically low or exceed available funds for this requirement.
