ISU and UNI Joint Solicitation for Comprehensive Benefits Consulting Services

Iowa State University of Science and Technology (ISU) and University of Northern Iowa (UNI) are jointly seeking qualified firms to provide comprehensive benefits consulting services for their employee and student benefit programs. - Government Buyer: - Iowa State University of Science and Technology (ISU) - University of Northern Iowa (UNI) - Scope of Services: - Strategic benefits consulting for medical, dental, vision, life, disability, and voluntary benefits - Plan design and renewal support, including actuarial modeling and carrier performance evaluation - Compliance and regulatory guidance (ACA, HIPAA, COBRA, MHPAEA, Medicare Part D) - Data analytics and reporting (claims, utilization, cost drivers, predictive modeling) - Employee communication and education (open enrollment materials, guides, webinars, training) - Account management and service delivery (dedicated team, status meetings, issue resolution) - Performance standards and deliverables (service calendar, response times, stewardship report) - UNI-specific requirements: - Pharmacy benefits management (PBM evaluation, specialty drug management) - Vendor management and procurement support (contract review, compliance monitoring, RFP support) - Employee health and wellbeing strategy (well-being program evaluation, behavioral health focus) - Notable Requirements: - Robust actuarial modeling and benchmarking - Demonstrated experience in higher education benefits consulting - Ability to support both employee and student benefit programs (ISU includes student health insurance; UNI excludes student plans) - Compliance with a range of federal regulations - Support for both standard and ad-hoc reporting - No specific OEMs or vendors are named in the solicitation; opportunity is open to experienced consulting firms. - Contract Structure: - Initial term of two years with three annual renewal options - Each university will evaluate and award contracts independently

Iowa State University of Science and Technology (ISU) is soliciting proposals from qualified contractors to provide benefits consulting services. The scope includes strategic benefits consulting, plan design and renewal support, compliance and regulatory support, data analytics and reporting, employee communication and education, account management and service delivery, and performance standards and deliverables. The solicitation is jointly issued with the University of Northern Iowa (UNI), which has additional specific service requests. The contract term is from January 1, 2027, to December 31, 2028, with three annual renewal options.
