NASA's Information Technology Procurement Office has awarded a sole source contract to Epsilon3, Inc. for critical software licenses supporting the Artemis lunar landing campaign. - NASA is procuring 200 Epsilon3 Pro FedRAMP High Licenses - These licenses are AI-enabled and support procedure and operations management for engineering teams - FedRAMP High authorization ensures cybersecurity compliance for sensitive mission operations - The procurement expands a pilot program at Kennedy Space Center, modernizing ground systems for Artemis - Sole source justification is based on unusual and compelling urgency, with Epsilon3, Inc. uniquely able to meet requirements - Timelines are driven by the need to demonstrate capabilities by FY2027 and achieve lunar landing by 2028 - The procurement supports national interests in space leadership and security, with global competition noted - No other OEMs, products, or vendors are referenced; Epsilon3, Inc. is the only manufacturer mentioned - No competing products or services are listed, but similar solutions may exist from other procedure management software vendors - Estimated contract value is not specified, but likely ranges from $500,000 to $2,000,000 based on license quantities and typical software pricing

Description

This justification provides the rationale for contracting by other than full and open competition to award a sole source order - 80TECH26P0017 with Epsilon3, Inc.

The general purpose of this order is to procure two hundred (200) Epsilon3 Pro FedRamp High Licenses. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.

The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed below, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions.

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(2), as implemented by FAR 6.103-2, Unusual and compelling urgency.

The rationale supporting the use of 10 U.S.C. 3204(a)(2) is as described in the attached Justification for Other Than Full and Open Competition.
