The U.S. Government Publishing Office (GPO) is seeking a qualified contractor for a multi-year asbestos removal and disposal contract at its Central Complex in Washington, DC, and Laurel Warehouse Facilities in Maryland. - Government Buyer: - U.S. Government Publishing Office (GPO), Acquisition Services - Environmental Manager and Agency Acquisitions Office - Also references Department of Energy and Environment (DOEE) for permitting - Products/Services Requested: - Annual DOEE Asbestos Abatement Permit (part number 0001, quantity 1 per year) - DOEE Asbestos Abatement Variance Requests (part number 0002, quantity 1 per year) - Removal and disposal of nonfriable asbestos-containing materials: - Surfacing materials (part number 0003) - Thermal system insulation (part number 0004) - Floor tiles (part number 0005) - Floor tiles with mastic (part number 0006) - Miscellaneous materials (part number 0007), including ceiling tile, construction mastic, sheet flooring, fire doors, asbestos cement pipe and board, wallboard, acoustical wall or ceiling tile, vibration-damping cloth - Services: - Comprehensive asbestos removal and disposal, including supervision, labor, consumable materials, tools, equipment, employee certifications, medical surveillance, and personnel air monitoring - Compliance with all federal, state, and local codes and regulations - Emergency response capability and after-hours work as needed - Unique/Notable Requirements: - Contractor must obtain and maintain annual permits and variances from DOEE - Licensed personnel required, with employee certifications and medical surveillance - Personnel air monitoring for safety - Strict regulatory compliance and documentation - No specific OEMs or product manufacturers are named; focus is on service delivery and regulatory compliance - Contract Structure: - One base year plus four option years (multi-year contract) - Firm-fixed-price arrangement; quantities and pricing to be negotiated - Normal working hours specified, with after-hours work possible upon approval

Description

GPO is seeking proposals from contractors for a Multi-Year Asbestos Removal and Disposal. This contract shall consist of one (1) Base Year and four (4) Option Years. The contractor shall furnish all supervision, labor, consumable materials, tools, equipment, employee certification(s), medical surveillance, and personnel air monitoring to remove, and/or encapsule, and dispose of asbestos-containing materials (ACM) from the GPO Central Complex and Laurel Warehouse Facilities, please see the attached SOW for further details.
