Merced County Behavioral Health Department is seeking a provider to deliver comprehensive transitional and supportive housing services for individuals with behavioral health needs. - Government Buyer: - Merced County Behavioral Health Department - Scope of Services: - Identify, acquire, develop, own, and operate residential properties for supportive housing and recovery-oriented services - Operate two Recovery Homes for adults with Substance Use Disorder (SUD) or Co-Occurring Disorders: - One home for adult males (minimum 8 residents) - One home for adult females (minimum 6 residents) - Both homes must be located on the Westside of Merced County - Homes must be DHCS-licensed and certified as ASAM Level 3.1 programs - Operate one Transitional Housing Program for Transitional Aged Youth (TAY) ages 18-25 with Severe Mental Illness (SMI), SUD, or Co-Occurring Disorders (minimum 6 residents), located in Merced, Atwater, or Winton - Operate one Transitional Housing Program for adults in Felony Incompetent to Stand Trial (FIST) Diversion and Behavioral Health Diversion Programs (minimum 6 residents), located in Merced, Atwater, or Winton - Unique/Notable Requirements: - Provider responsible for property acquisition, development, ownership, and ongoing operation - Properties must comply with all zoning, licensing, certification, accessibility, habitability, fire/life safety, environmental health, and building code requirements - Fifty-five year deed restriction for properties to ensure long-term program use - Comprehensive community outreach and Good Neighbor Policy required - Readiness for occupancy by the specified date - Funding available for property acquisition/development and three years of operational costs - Provider may subcontract qualified operators - No specific OEMs or vendors are named; open to qualified organizations or partnerships
Description
Merced County is soliciting proposals for a Transitional Housing Program Provider to identify, acquire, develop, own, and operate residential properties that provide supportive housing and recovery-oriented services for individuals with behavioral health needs. The program includes Recovery Homes for adults with Substance Use Disorder or Co-Occurring Disorders, Transitional Housing for Transitional Aged Youth with Severe Mental Illness or related disorders, and housing for individuals in Felony Incompetent to Stand Trial and Behavioral Health Diversion Programs. The selected provider will be responsible for property acquisition, development, and operation, ensuring compliance with all applicable regulations and maintaining program licensure and certification. The County will provide funding for property acquisition/development and three years of operational costs. Proposals must be submitted online by September 21, 2026.
