NASA Kennedy Space Center and Cape Canaveral Space Force Station are seeking industry input for the procurement of two High Pressure, High Flow Nitrogen Rechargers to support contingency GN2 needs. - Government Buyer: - NASA Kennedy Space Center and Cape Canaveral Space Force Station - Products Requested: - Two High Pressure, High Flow Nitrogen Rechargers - Must deliver 12,000 scfm at 10,000 psig minimum - Direct-fire, truck-mounted chassis or tractor included - Onboard LN2 dewar with >2,000 gallon capacity and <1% evaporation rate - Compliance with ASME BPVC Section VIII, DOT, and CGA standards - Spare Parts: - Four cold ends (two per recharger) - Four relief valves (two per recharger) - Services Requested: - Training and certification for KSC technicians - Two-hour high flow pipeline test and compressed gas trailer fill at 10,000 psig - Delivery of schematics, certifications, warranty, and monthly progress reports - Unique Requirements: - Coastal operation considerations - Instrumentation to prevent cavitation - Warranty coverage - Respondents must propose delivery date not exceeding March 31, 2028 - Training and testing to be completed within 12 months of delivery - No specific OEMs or vendors are named; NASA requests industry capability statements and feedback to inform acquisition strategy.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) to post a Statement of Work (SOW) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. 

Two Rechargers.  The attached SOW is an Informational Draft Only.

NASA/KSC is hereby soliciting information from potential sources for a High Pressure, High Flow Nitrogen Recharger, used to satisfy NASA and commercial customer contingency requirements for high pressure and high flow GN2 during a loss of flow from the primary GN2 production facility.

NASA/KSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the GN2 Recharger. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) set-aside based on responses received.

Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for:

1. SB Subcontracting goals;

2. Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or

3. Strategies to increase SB participation, including:

• Breaking requirements into smaller components

• Identifying areas appropriate for subcontracting

• Considering teaming or mentor protégé approaches

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than five (5) pages indicating the ability to perform all aspects of the effort. The requirements outlined within this request are intended to be met by commercial products and found in the attached, 80KSC026Recharger - SOW.

A page is defined as one side of a sheet, 8 1/2" x 11", with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages. Responses must be submitted electronically in portable document format (PDF), with searchable text. The capability statement must include: company’s name, address, and a point of contact (name, e-mail address, and address); Data Universal Numbering System (DUNS) number and cage code; number of years in business; annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used; company’s size and socioeconomic status under NAICS code 333914; ownership, affiliate information (as applicable) including parent company and joint venture partners; interest as a prime or subcontractor; interest in being included on an interested parties list; and specific capabilities relevant to the requirement. It is not sufficient to provide general brochures or generic information.

The Government is also requesting industry feedback on the following questions:

1. Provide the estimated delivery timeframe from award to delivery for two Rechargers and mounting. If the proposed timeframe exceeds March 31, 2028, elaborate why.

2. What is the maximum flow rate that the rechargers can operate while supplying 7500 PSIG for periods of operation exceeding 4 hours?

3. Are controllers normally programable logic controllers or manual controls or a combination of both? Would logic or any software be provided to the Government?

4. What ancillary or external equipment would be needed to run the pumper?

5. These Rechargers will operate in coastal Central Florida.  Are there any considerations the Government should consider for optimal operation of the Rechargers.

6. Provide whether any instrumentation prevents cavitation.

7. What does a warranty cover?

This feedback may be used as research information to support development of the acquisition and is excluded from the page limitation identified above.

This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
