The Federal Aviation Administration (FAA) is seeking industry input for a broad range of environmental management, analysis, research, and international support services across multiple FAA offices. - Government Buyer: - Federal Aviation Administration (FAA) - Offices involved: Office of Environment and Energy (AEE), Office of Airports (ARP), Office of Commercial Space Transportation (AST), Aviation Safety (AVS), Air Traffic Organization (ATO) - OEMs and Vendors: - No specific OEMs or vendors are named; the opportunity is open to qualified service providers - Services Requested: - Environmental management and compliance support - Environmental reviews, rulemaking, and NEPA analyses - Community engagement, communications, technical tools, and training - Aircraft Noise Complaint and Inquiry Response (ANCIR) program support - Research on aerospace system environmental impacts, noise, emissions, alternative fuels, and airport resilience - Model and data development, maintenance of environmental and operational models, databases, and geospatial applications - Environmental and economic impact analyses, tradeoff studies, and assessments - Operations research for air traffic management and energy efficiency - International environmental program support (ICAO, CAEP, etc.) - Environmental cleanup, compliance audits, and due diligence - Emerging contaminant management (e.g., PFAS) - FAA project implementation and additional program support - Products: - No physical products, part numbers, or quantities specified; procurement is service-based - Unique/Notable Requirements: - Comprehensive technical and programmatic support for environmental initiatives - Support for emerging contaminants and international environmental standards - Onsite project implementation and leveraging FAA project data for decision-making - Focus on sustainability, energy management, and environmental certification - Opportunity may include set-asides for small and disadvantaged businesses

Description

The Federal Aviation Administration (FAA) is issuing this sources sought/Request for Information (RFI) to obtain information from industry regarding potential technical and professional support for the FAA’s environmental management, analysis, research, and compliance requirements. This RFI is intended to support the Office of Environment and Energy (AEE) and other FAA offices, including but not limited to Office of Airports - ARP, Office of Commercial Space Transportation - AST, Aviation Safety - AVS, and Air Traffic Organization - ATO.

Potential areas of support may include environmental reviews and compliance, environmental management systems, community engagement, environmental modeling and analysis, operations research, research and development, sustainability, energy management, and environmental cleanup. Responses will assist the FAA in understanding industry capabilities and informing potential future acquisition strategies.

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey.

This is not a Screening Information Request or Request for Proposals of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred  in preparing the response to the market survey. Any costs associated with the market survey submittal is solely at the interested vendor's expense. The FAA may request that one, some, all, or none of the respondents to this Market Survey provide additional information. No evaluation of vendors will occur based on this additional information and vendor participation in any informational session is not a promise for future business with the FAA. Any information provided under this market survey is for informational purposes only. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as, proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction.
