This is a notice of intent to award a sole-source contract modification and is not a request for competitive quotes. A sole source justification in accordance with FAR Part 6 is being processed for this requirement and will be posted when the approval process is accomplished.

The MHS GENESIS program recently underwent a strategic acquisition realignment driven by updated executive management priorities, federal efficiency initiatives, and joint DoD/VA healthcare data exchange goals. This shift focused the program on performance-based outcomes, agile business system integration, and rapid scaling capabilities. Consequently, the timeframe to complete pre-solicitation, solicitation, source selection, and award was compressed from 36 months down to a 12-to-18-month window.

When the Swingtide, Inc. contract was originally awarded, the exact number of required follow-on contract actions was unknown, with a baseline goal to complete all transition actions by July 2025. However, due to the complexity of establishing the multi-vendor paradigm, the formal acquisition strategy and master schedule were not finalized and approved until April 2026. This left insufficient time to execute the strategy under a traditional acquisition lifecycle.

To resolve this schedule constraint and comply with Executive Order 14222, the approved strategy shifts the DHMSM PMO from its legacy single Lead Systems Integrator model to a modular, multi-contractor framework. This strategy maximizes competitive procurement by contracting directly with original commercial solution providers for core software capabilities, while competitively sourcing all remaining integration and support services.

Operationalizing this modular framework requires the Government to concurrently plan, draft, and execute ten (10) distinct contracting actions within a compressed 12-to-15-month schedule. This complex effort involves negotiating and awarding five (5) sole-source contract vehicles for proprietary solutions, alongside competing up to five (5) new contracts for services.

This contract modification to extend the period of performance (PoP) of the contract by an additional 14 months is critical to providing the uninterrupted market intelligence and source selection advisory support required to orchestrate these concurrent awards on schedule and without disruption to critical federal healthcare operations.

The services falling under this J&A include:

I. Enterprise Market Intelligence & Commercial Practices Alignment

Swingtide, Inc. will leverage its specialized experience in commercial healthcare contracts to assist the Government in aligning the MHS GENESIS recompete with modern commercial practices. These advisory services include:

Outcome-Based Acquisition Design: Shifting procurement focus from prescriptive methods to desired clinical and operational outcomes. Commercial Flexibility & Innovation: Structuring solicitations to encourage innovative EHR capabilities, even when deviating from original specifications. Solicitation Simplification: Constructing plain-language structures to lower barriers of entry for high-quality commercial vendors. Value & ROI Optimization: Prioritizing total value, long-term sustainability, and ROI over strict "lowest price" models. Collaborative Vendor Engagement: Enhancing transparent, interactive dialogue with potential industry partners.

II. Transition Oversight & Coordination Support

Swingtide, Inc. will provide enterprise-level management and oversight to orchestrate decomposing the legacy bundled contract into multiple modular awards:

Process Orchestration: Driving the development and source selection process from initiation to completion. Interdependency & Integration Management: Serving as the central coordination node across all DHMSM® PMO stakeholders. Schedule & Risk Tracking: Implementing a system to track milestones, manage resource schedules, and mitigate risks.

III. Source Selection & Award Execution

Swingtide, Inc. will deliver direct support to the Government during the critical evaluation and award phases:

Evaluation Plan Support: Assisting in drafting a comprehensive source selection plan. Proposal Evaluation Advisory: Providing expert technical and commercial guidance during evaluations to ensure compliance. Solicitation Q&A Management: Collecting, consolidating, and anonymizing vendor questions, and drafting proposed responses for Government approval. Award Justification Documentation: Drafting comprehensive risk assessments and supporting the development of well-documented source selection decisions.

Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing it can fulfill the requirement of providing these services may be considered by the Agency. Interested parties shall identify their interests and capabilities in response to this synopsis within 3 calendar days of publication.

The response must clearly demonstrate an ability to successfully fulfill the above requirements without duplicating the investment already made.  Specifically address as part of the response the following:

Given that the Government is concurrently planning and executing ten (10) distinct contracting actions (5 sole-source and 5 competitive) within a compressed 12-to-15-month window, what specific strategic advantage, cost savings, or risk-reduction does your firm offer by taking over this advisory and coordination support, rather than the Government retaining the incumbent who already possesses the baseline market intelligence and acquisition strategy familiarity? How will your company execute a rapid 'Transition-In' phase to capture highly specialized commercial healthcare contracting knowledge, ongoing transition oversight frameworks, and active source selection plans from the incumbent, while strictly avoiding a lengthy handover timeline, preventing duplicative overlap costs, and guaranteeing zero disruption to ongoing DHMSM® PMO operations? During this proposed 14-month period of performance, how will your company orchestrate the transition-out phase, specifically managing the complex knowledge transfer and technical handover required to decompose the legacy bundled contract into multiple modular, multi-contractor awards without degrading clinical operations across the MHS GENESIS enterprise? How does your firm propose to immediately deliver the specialized advisory services required to align the MHS GENESIS recompete with modern commercial practices (such as Outcome-Based Acquisition Design and Value & ROI Optimization) without a ramp-up period, demonstrating a mature, pre-existing understanding of commercial EHR software environments?

The Government’s assessment is that responses must elaborate on all four enumerated paragraphs above.  If a company disagrees with that assessment, please respond by explaining how the Government may otherwise meet the requirements listed in this notice.  While there is no maximum page limit, the Government is only interested in responses relevant to this notice.  The Government will not review individual resumes or general marketing materials.  While there is no mandatory format for responses, the Government requests that responses in excess of four pages include a table of contents, page numbers and corresponding headers. 

The Government reserves the right not to respond to any expression of interest received. Submissions will NOT be reimbursed by the Government and the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
