The Internal Revenue Service (IRS) Criminal Investigation (CI) division is seeking a secure, forensically defensible eDiscovery and archival solution for its mobile devices. - Government Buyer: - Internal Revenue Service (IRS) - Criminal Investigation (IRS-CI) - Solution Requirements: - Must support 3,150 mobile devices, including Samsung S-series and iPhones - Devices are managed via Microsoft Intune - Platform must be FISMA/FedRAMP High compliant (or equivalent with mitigating controls) - Enables lawful acquisition, preservation, search, and production of mobile device data - Must ingest, index, securely store, and manage legal hold for mobile device ESI (SMS, call logs, WhatsApp, Signal, and other app data) - Integration required with MSAB/XRY forensic tools - Must support litigation hold, chain of custody, audit logs, and comply with IRS cybersecurity and privacy requirements - OEMs and Vendors: - No specific OEMs or vendors named; solution must replace Blackberry UEM - Devices referenced: Samsung (S-series), Apple (iPhone) - Forensic tools referenced: MSAB/XRY - Unique/Notable Requirements: - High security compliance (FISMA/FedRAMP High) - Integration with Microsoft Intune and MSAB/XRY - Support for multiple messaging platforms (WhatsApp, Signal) - Forensic defensibility and legal hold management - Period of Performance: - 12-month base period plus four 12-month option periods (up to 60 months total)

Description

The Criminal Investigation (CI) division of the Internal Revenue Service (IRS) has a requirement to obtain a FISMA/FedRAMP High (or equivalent with mitigating controls) third-party mobile integration solution that supports data archival and eDiscovery of CI’s mobile communications devices. The solution must be a forensically defensible, eDiscovery and data archival platform enabling IRS-CI to lawfully acquire, preserve, search, and produce mobile device data from CI issued devices enrolled and managed through Microsoft Intune.
