Description
INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source the ITT-2B & 2C Operating Systems Updates and Modifications effort to General Dynamics Mission Systems (GDMS) (Cage Code 3CX85) of Pittsfield, MA under the authority of 10 USC 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. GDMS is the Original Equipment Manufacturer (OEM) for the ITT-2B and 2C Independence Variant devices 20B14 SN1 and 20B14 SN2 installed in Naval Station San Diego, CA and the only source capable of meeting the form, fit, and function requirements in a timely manner. In addition, GDMS is the sole provider of VSHIP licenses and has the expertise to integrate the VSHIP with the updated operating systems and tactical systems equipment. To comply with CD 2026-O0017 Revision 2 pursuant to RFO Part 6 DFARS PGI 206.103-170, the Government is seeking information on the availability of potential comparable sources to provide the ITT-2B & 2C Operating Systems Updates and Modifications to the fleet. Responses to this Sources Sought will be utilized to ensure no comparable source is available and more advantageous to the Government. PLACES OF PERFORMANCE Littoral Training Facility (LTF) Naval Station, San Diego, CA. PROGRAM BACKGROUND The Littoral Combat Ship (LCS-1) Integrated Tactical Trainer 1A (ITT-1A) was initially procured February 2003 and delivered to San Diego, CA via the LCS Preliminary Ship Design Indefinite Delivery/Indefinite Quantity (IDIQ) contract, N00024-03-C-2311, through a series of modifications to CLIN 0012, Life Cycle Engineering & Support. Over a decade later in May 2016, the LCS-1 ITT-1B was procured under Firm-Fixed Priced (FFP) contract N61340-12-D-5111/0003, awarded to Lockheed Martin (LM) Rotary & Mission Systems (RMS) in the amount of $19.5M for a more commercially supportable design that integrated Crew Served Weapons (CSW) Trainers & Instructor Operator Stations (IOS) in Mayport, FL. In November 2019, LCS-1 ITT-1C was subsequently procured under contract N61340-20-C-0003 and awarded to LM RMS for concurrency with the former ITTs and modernization of ITTs A/B to include Mission Control Center (MCC) Training System upgrades, Engineering Training System (ETS) upgrades, and Bridge Wings. Similarly, the initial Littoral Combat Ship (LCS-2) Integrated Tactical Trainer 2A (ITT-2A) was awarded July 2003 to Computer Sciences Corporation (CSC), currently known as General Dynamics Information Technology (GDIT), under NAVSEA contract N00024-03-C-2310, for the Independence Variant trainer located in San Diego, CA. Likewise, over a decade later in September 2017, contract N61340-12-D-5105/N61340-17-F0112 was awarded to GDIT for the design, development, fabrication, integration, delivery, installation, configuration, technical documentation and testing of two new LCS ITT-2 trainers (ITT-2B & ITT-2C), as well as the retrofitting of the Legacy LCS ITT-2 trainer (ITT-2A) to maintain a consistent baseline with the new ITT-2 trainers in San Diego, CA. As the sole Design Agent of the Independence Variant of the Littoral Combat Ship (LCS) and other related surface ship and maritime systems, General Dynamics Mission Systems was awarded contract N63394-24-C-0004 on 02 April 2024 by the NSWC PHD 03 Command for a period of performance ending 31 March 2027 for overall in-service engineering and life cycle support for Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) systems elements; and maintenance services of the Integrated Combat Management System (ICMS), its interfaces, software applications, and the networking environment hardware on the ITT-2B and 2C trainers located in San Diego, CA. As such, General Dynamics Mission Systems (GDMS) is the only supplier of VSHIP licenses used on the Independent Variant LCS devices. The only way for the ITT-2B and 2C trainers to provide adequate training to the Fleet is to maintain the hardware (HW) and software (SW) profile which is used on the tactical platforms themselves. Deviating from shipboard components would eliminate any and all fidelity of the training the Fleet provides at LTF San Diego. GDMS remains the Original Equipment Manufacturer (OEM) who can meet the form, fit, function requirements necessary for timely delivery and has the expertise to integrate the VSHIP with the updated operating systems and tactical systems equipment. A single award is anticipated for execution before April 16, 2027. REQUIRED CAPABILITIES The Littoral Combat Ship (LCS) Integrated Tactical Trainers (ITTs) support individual and team training for the ship’s crew. They provide unique and highly specialized functional training comprised of Bridge Navigation, Engineering, Command/Control, and Combat training systems and are capable of integrating with Surface Warfare (SUW) and Mine Warfare (MIW/MCM) Common Mission Package Trainer (CMPT) capabilities. These training systems provide practical application training in navigation, ship handling, and combat scenarios in support of U.S. Navy (USN) curricula, and meet Navy Training System Plan (NTSP) requirements for LCS Train to Qualify (T2Q) watch stander and Type Commander (TYCOM) Certification team training. The current procurement includes operating systems updates (i.e. Windows 11 and Red Hat Enterprise License) and system modifications to the ITT-2B and 2C inclusive of the design, fabrication, procurement, delivery, installation, integration, configuration, technical documentation, test, modernization, and concurrency of the Littoral Combat Ship (LCS) Independence Variant ITT devices 20B14 SN1 and 20B14 SN2 installed in Naval Station San Diego, CA. Respondents should clearly describe the following high-level capabilities: The method in which the respondent intends to obtain GDMS propriety data within a reasonable price and schedule. Demonstration of requisite LCS knowledge, experience, and technical expertise to include: Design, development, integration, installation, and testing of new functionalities incorporated into the LCS trainers. Providing LCS trainer support (hardware, software, documentation) as required to retain training capability throughout life cycle. Integrate ITTs with tech refreshed CMPTs. Integrate ITTs with tech refreshed Multi-Data Link Management System (MDLMS). Perform modernization as required in response to TECRs. Enter into configuration management so all software suites are properly tracked and updated. Install latest version of Windows, Windows Server, and Red Hat Enterprise License (RHEL) to meet DoW Cyber directive. Install and integrate VSHIP 10 to be compatible with latest version of Windows. Convert existing scenario files to VSHIP 10. Remove SPLUNK and replace with ARIA to be concurrent with the ship. Upgrade existing hypervisors to align with tactical Total Ship Computing Environment (TSCE) modernization solution (ESXi ver. 7 u3). Update After Action Review (AAR) hardware and software for mission debrief. Update Video Display System to operate with new Operating Systems (OS) and VSHIP 10. Install VSHIP 10 on Common Mission Package Trainers (CMPT) and ensure they are still functional with ITTs. ELIGIBILITY The applicable NAICS code for this requirement is 541512 (Computer Systems Design Services), which carries a Small Business size standard of $34.0 in millions of dollars. The Product Service Code (PSC) is 6910 (Training Aids). SUBMISSION DETAILS This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and outlines the Government’s intent to contract on a sole source basis with General Dynamics Mission Systems.
