Procurement Method & Evaluation:
This acquisition is issued as a Request for Proposal (RFP). Award will be made using the Best Value Tradeoff Process in accordance with FAR Part 15. The evaluation factors are:
Factor 1: Relative Experience & Geographic Capability (Evaluation of experience managing sanitation networks across landscapes of 4,000+ Cantonment acres and 13,000+ Range/Training acres). Factor 2: Past Performance (Evaluation of recent, relevant performance on projects of similar magnitude, defined as 100+ units across complex footprints). Factor 3: Price (Evaluated for reasonableness and realism).
Technical Experience and Past Performance, when combined, are significantly more important than price.
