The Defense Logistics Agency Maritime - Puget Sound and the U.S. Navy at Puget Sound Naval Shipyard are seeking a hydraulic U-Bolt Bending Machine for shipyard operations. - Government Buyer: - Defense Logistics Agency Maritime - Puget Sound Contracting Division - U.S. Navy, Puget Sound Naval Shipyard & IMF and Naval Base Kitsap - OEMs and Vendors: - CenterMark (OEM for U-Bolt Bender model CB2002) - Products Requested: - CenterMark U-Bolt Bender model CB2002 (1 unit) - Includes all options and dies - Hydraulic bending capability with multiple interchangeable dies (round and square) - Electrical and hydraulic systems, safety guarding - Compliance with OSHA and NFPA standards - Detailed technical documentation required - Services Requested: - Rigging/Installation (structural, mechanical, electrical setup, alignment, leveling, utility connection) - Power Connection - Startup/Operator Training (minimum one 8-hour day, classroom and hands-on) - NRTL Certification and Testing (OSHA compliance, performance testing) - Unique/Notable Requirements: - Equipment must be delivered, installed, and certified at Puget Sound Naval Shipyard - Must meet specific size, capacity, noise, and safety requirements - Compliance with hazardous material controls, site-specific environmental, safety, and security protocols - Vendors offering equal products must provide manufacturer specifications for evaluation - Compliance with NIST SP 800-171 for non-COTS items - Current SAM.gov registration required

52.232-18 Availability of Funds.  Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

SOLICITATION FOR COMMERCIAL ITEMS

DLA MARITIME PUGET SOUND intends to procure, U-BOLT BENDER

manufactured in accordance with material specifications. The solicitation will be issued as; 100% SMALL BUSINESS SET ASIDE commercial and simplified acquisition procedures in accordance with FAR Parts 12 and 13.5.

The resultant award will be a firm fixed-price supply contract for FOB Destination delivery to:

Offers wishing to submit a quote are responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments.

All responsible sources interested in submitting offers must:

1)Complete the pricing for each CLIN listed.

2)Provide cage code.

2) Complete all representations and certifications found in the solicitation.

3) Provide manufacturer information of proposed items.

4) Return all pages of the completed original solicitation package, signed.

5) Ensure current registration in the system for award management (SAM.gov).

6) Included lead time for delivery (please quote FOB destination).

In order to be considered for award, IF the contractor (awardee) is required to implement NIST SP 800-171, the contractor (awardee) shall have a current assessment as detailed in DFARS 252.204-7019 (I.E., not more than 3 years old unless a lesser time is specified in the solicitation)

 Items deemed to be Commercial Off The Shelf (COTS) are exempt from NIST SP 800-171 requirement.  Must identify and provide information to contracting officer on bid during solicitation period
