Description
This posting announces the release of Draft Statement of Work (SOW) and Performance Specification (PSpec) for the Extendable Boom Forklift (EBFL), see attached. The primary objective of this notice is to provide industry partners with a comprehensive understanding of the mission requirements and submit technical clarification questions before the Government finalizes its formal Request for Proposals (RFP).
It is important to clarify that the government is not currently soliciting or negotiating formal proposals through this draft. The focus of this phase is strictly on refining the acquisition's technical and administrative requirements to ensure clarity and feasibility. This draft SOW and PSpec remains non-binding, and all infoDraftrmation contained within is subject to further modification based on continued evaluation and industry input.
The EBFL is a diesel-powered, rough-terrain telehandler engineered to transport, load, and unload tactical cargo weighing up to 11,000 pounds. A primary focus of this draft is the forklift's ability to operate reliably over uneven and severe terrain, including sand, snow, and mud, while handling sensitive payloads such as ammunition, general cargo, and expeditionary supplies.
The draft specifications outline strict lifting and dimensional thresholds that the replacement vehicle must achieve. The system must support a rated capacity of 11,000 pounds at a 24-inch load center, or 7,000 pounds at a 48-inch load center, utilizing two separate quick-attach, detachable carriages capable of adjusting fork tine widths from 0 to 76 inches. Additionally, the draft mandates the capability to handle fully loaded 463L pallets (88x108 inches) weighing up to 10,000 pounds at a 54-inch load center.
