The City of Lemon Grove Public Works Department is seeking qualified firms to provide professional engineering design services for the Connect Main Street Phase 2 & 3 Project, a major multi-modal corridor improvement initiative. - Government Buyer: - City of Lemon Grove Public Works Department - Contact: Lydia Romero - Project Scope: - Design of class 1 multi-use pathways (655 units), class 3 bike boulevards (525 units), new sidewalks (935 units), ADA ramp improvements (2 units), and street trees (91 units) - Traffic signal modifications, including pre-signal installation and preemption at San Miguel Avenue and Main Street - Roadway conversion (650 units) to create motor-vehicle free segments - Stormwater management features, lighting and electrical improvements, landscaping and irrigation, and public amenities (plazas, signage, panels, dog parks, recreational facilities) - Services Requested: - Advance design from 30% to final construction documents - Project management, surveying and mapping, utility potholing (5 units), geotechnical engineering, drainage and stormwater services, traffic study and plan preparation, landscape architecture, utility and agency coordination, bidding and construction support - Unique Requirements: - Design must support ADA accessibility, multi-modal transportation, and culturally relevant signage/gateways - Coordination with utilities and agencies (CPUC, MTS) - Creation of a motor-vehicle free segment for enhanced pedestrian and cyclist safety - No specific OEMs or vendors are named; solicitation is open to all qualified engineering firms - Funded by a $4.98 million Caltrans Active Transportation Program grant - Period of performance includes phased design and construction activities through project closeout

The City of Lemon Grove is soliciting sealed Statements of Qualifications and Proposals from qualified firms to provide professional engineering services for the Connect Main Street Phase 2 & 3 Design Services Project. This project involves designing and constructing active transportation infrastructure including multiuse pathways, ADA accessible trail entrances, street trees, bike boulevards, culturally relevant signage, traffic signal modifications, and a motor-vehicle free segment of Main Street. The improvements aim to enhance connectivity, encourage active transportation, and increase bike ridership in Lemon Grove. Proposals must be submitted by September 2, 2026, with an optional pre-bid meeting on August 24, 2026.
