The Coachella Valley Water District (CVWD) is seeking a contractor for the Leon Housing Water Consolidation Project, which aims to connect several mobile home parks to the public water system and improve fire protection. - Government Buyer: - Coachella Valley Water District (Engineering Department) - California State Water Resources Control Board (Division of Financial Assistance, Division of Drinking Water) - Products and Materials Requested: - Approximately 7,390 linear feet of 12-inch diameter zinc-coated ductile iron water main pipe with restrained joints and polyethylene encasement - Valves (gate, butterfly, pressure regulating, backflow preventers), fittings, tees, bends, reducers, fire hydrant assemblies, blowoff assemblies, air release/vacuum valve assemblies - 24-inch diameter steel casing for jack and bore operations - PVC Schedule 80 and copper water lines (including KAMCO Aqua Shield or approved equal) - Meter boxes, utility marker posts, pavement and concrete materials, guardrail systems, traffic striping, and pavement markings - Services Requested: - Mobilization, demobilization, and site clean-up - Preparation and implementation of dust control and storm water pollution prevention plans - Pre-construction video documentation, permit acquisition, and record drawing maintenance - Asset register compilation, trench/excavation shoring, protection/replacement of survey monuments - Traffic control planning and implementation, temporary field office setup - On-site connections for Villa De Josue, Leon Housing, Duran's Farms, and Oscar Cruz mobile home parks - Pavement rehabilitation, sawcut/removal and installation of asphalt/concrete, guardrail replacement, traffic striping/markings - Flushing, hydrostatic testing, dewatering system installation, chlorination, and disinfection of waterlines - Unique/Notable Requirements: - Contractor must hold a valid Class A license and self-perform at least 30% of the work - Compliance with California labor, environmental, and insurance requirements (including Installation Floater/Builders Risk with flood and earthquake coverage) - Submission of a bid bond and adherence to liquidated damages for delays - Warranty period of one year after acceptance - OEMs and Vendors: - No specific OEMs named; materials must meet CVWD standards and may include KAMCO Aqua Shield or approved equal for copper water lines - Estimated Contract Value: - $6.7 million for Leon Housing project; total grant funding for related projects is $25.7 million - Period of Performance: - Contract duration is 350 calendar days; warranty period is one year after acceptance

Description

This project involves the installation of approximately 7,390 linear feet of 12-inch diameter water main pipe with restrained joints, including valves, fittings, polyethylene encasement, testing, disinfection, excavation, backfill, surface restoration, and all necessary appurtenances. The work includes excavation of jacking and receiving pits, shoring of trenches, pipe jacking operations, and coordination with other contractors for mainline installation. The project also requires removal of connections to existing potable water system wells and connection to the public water system for several mobile home parks. Additionally, the contractor must protect or replace existing utilities and public and private improvements impacted by the work.
