The Department of Homeland Security (DHS) is launching a department-wide procurement for commercial cloud solutions under the Cumulus program. - Government Buyer: - U.S. Department of Homeland Security (DHS) - Office of the Chief Information Officer (OCIO) - Office of Procurement Operations, Information Technology Acquisition Center - Scope of Procurement: - Multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract - Direct offerings from Cloud Service Providers (CSPs) - Commercially available Anything as a Service (XaaS): - Infrastructure as a Service (IaaS) - Platform as a Service (PaaS) - Software as a Service (SaaS) - Serverless computing - Marketplace solutions - Professional services - Enterprise support and training - Products/Services Requested: - XaaS Cloud Services (SOW Sections 5.2, 5.3) - Marketplace Services (SOW Section 5.2.7) - Enterprise Support (SOW Section 5.4.1) - Enterprise Training (SOW Section 5.4.2) - Professional Services (SOW Section 5.4.4) - At least 15 training seats per year per CSP - Estimated Quantities and Value: - Service quantities increase across five ordering periods - Estimated contract value ranges from $50 million (base period) to over $150 million (optional periods) - Unique Requirements: - Direct provision by CSPs (not resellers) - Secure, scalable, interoperable multi-cloud solutions - Support for mission-critical systems, including advanced capabilities (AI/ML) - Administrative access, cost tracking, marketplace procurement - Compliance with FedRAMP and Section 508 - Task orders may extend up to 12 months beyond contract expiration; six-month extension option included - No specific OEMs, part numbers, or product brands are named; only CSPs are eligible to propose. - Notable competitors include major commercial CSPs with FedRAMP authorization.

Description

U.S. Department of Homeland Security (DHS) requires commercial cloud solutions for Department-wide use. Under the subject solicitation 70RTAC26D00000004, commercial cloud solutions shall be directly provided for by Cloud Service Providers (CSPs) through a multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Included within the scope of this effort titled Cumulus, are commercially available Anything as a Service (XaaS) covering Infrastructure as a Service (laaS), Platform as a Service (PaaS), Software as a Service (Saas), professional services, marketplace solutions, and training services.

In accordance with the subject solicitation 70RTAC26R00000004, ALL solicitation questions shall be submitted via e-mail to the DHS, Contracting Officer gregory.blaszko@hq.dhs.gov no later than 2:00 pm ET on August 21, 2026.
