Description
NOTICE: This pre‑solicitation notice is issued for planning and informational purposes only and does not constitute a solicitation or commitment by the Government. All detailed specifications, instructions, and evaluation criteria will be provided in the forthcoming solicitation.
DESCRIPTION: The 409th Contracting Support Brigade, Regional Contracting Office (RCO) Bavaria, intends to issue a Request for Quotation (RFQ) for the procurement, delivery, installation, and TÜV inspection/certification of one Self‑Contained Breathing Apparatus (SCBA) Breathing Air Compressor Filling Station (EU Specification) for USAG Ansbach Fire Rescue.
REQUIRED ITEM: SCBA Breathing Air Compressor Filling Station (EU Spec), including: • Breathing air compressor compliant with DIN EN 1012‑1; breathing air quality per DIN EN 12021; 550 l/min delivery rate; 350 bar operating pressure; 4 compression stages; electric motor 15 kW / 50 Hz / 400 V; “Super Silent” enclosure. • Monitoring systems: capacitive filter moisture monitoring (normal/pre‑warning/saturated), automatic shutdown/lockout on saturation, oil pressure monitoring, final‑stage temperature monitoring, cycle counting, and software‑based logbook. • 8‑outlet “8S” filling configuration on front and rear panels; automatic condensate drain; external control panel with ON/OFF, emergency stop, and operating hours counter. • 6‑way stainless steel wall‑mounted filling console (1200 mm width) with 6 × 300 bar filling ports, throttles for CFRP cylinders, safety filling plugs, toggle valves with automatic venting, and 400 bar pressure gauge. • 2‑port stainless steel filling bar (750 mm width), 2 × 200 bar filling connections, toggle‑lever valves, swivel joints, 1‑meter filling hoses with safety nipples, adjustable pressure reducer, TÜV‑certified 225 bar safety valve, dual pressure gauges. • On‑site TÜV acceptance, cybersecurity inspection, three pre‑commissioning inspections of storage cylinders, and all associated travel/mileage.
CRITICAL REQUIREMENT – COMPATIBILITY: All filling ports, fittings, hoses, safety filling plugs/nipples, and the compressor system must be 100% compatible and fully interoperable with the customer’s existing Draeger SCBA cylinders, including 300 bar CFRP cylinders, and the current breathing air infrastructure used by USAG Ansbach Fire Rescue. Non‑compatible equipment will be determined technically unacceptable.
