The Organization of American States (OAS) is seeking proposals for a comprehensive security upgrade at the Morne Cassé Tactical Police Training Center in Haiti. - Government Buyer: - Organization of American States (OAS), General Secretariat, Department of Public Security, Department of Procurement and Management Oversight - Scope of Work: - Construction of perimeter security infrastructure: - Removal of existing HESCO barriers - Construction of approximately 1,166 meters of reinforced masonry walls and 358 welded security mesh fencing (76mm x 12.7mm aperture, 4mm wire, hot-dip galvanized and PVC coated) - Installation of anti-climb overhangs with concertina razor wire - Replacement of main and service gates with steel gates featuring multi-point locks, anti-lift hinges, and 358 mesh infill - Installation of fixed and removable concrete-filled steel pipe bollards and cable-and-bollard vehicle barriers - Vegetation clearance within 3 meters of fence line - Installation of perimeter and interior security floodlighting: - 23 solar-powered perimeter floodlight poles (7m or 9m height) with 500W equivalent LED projectors, dusk-to-dawn operation, remote override, and weatherproofing - 3 solar-powered interior tactical floodlight poles (6-7m height) for main gate and service portal defense - 5 red flashing solar-powered aviation obstruction lights for helicopter landing zones - Integration with existing solar lighting systems - Unique/Notable Requirements: - All lighting must support continuous night operation and remote/manual override for tactical exercises - Strict phasing and coordination with concurrent fencing works to maintain continuous security - Detailed technical submissions, engineering plans, and phased implementation required - Payment milestones tied to deliverables and acceptance; performance bond of $250,000 required - No specific OEMs or vendors named; bidders may propose for one or both service components - All materials must meet specified technical and security standards

The solicitation seeks vendors to provide construction and installation services for the Morne Cassé Tactical Police Training Center.
