CWMS Database Authorization Maintenance and Improvements Software Enhancement Services

The U.S. Army Corps of Engineers is seeking commercial software enhancement services for the Corps Water Management System (CWMS) Database Authorization Maintenance and Improvements. - Government Buyer: - U.S. Army Corps of Engineers, Institute for Water Resources (IWR), Hydrologic Engineering Center (HEC) - USACE Mission Support Battalion, Contracting Office CEHEC-CT - Scope of Work: - Enhance CWMS database authorization and API components - Develop and implement new authorization policies and web UI for access control - Transition authorization systems to the CWBI cloud environment - Conduct load testing using tools such as Apache JMeter - Provide ongoing maintenance and minor modifications (up to 803 hours, with optional 704 additional hours) - Participate in bi-weekly development meetings (26 meetings, with optional extension) - Deliverables include code, documentation, test code, and meeting notes - Products/Services Requested: - No specific OEMs or commercial software products are named; focus is on custom software development and enhancement - Eight main service tasks (CLINs), each representing a distinct enhancement or maintenance activity - Unique Requirements: - Security and compliance with DoD cybersecurity standards are critical - Implementation and integration with CWBI cloud environment - Optional tasks for extended support and additional maintenance - Firm-fixed-price contract using Simplified Acquisition Procedures - No CMMC compliance required - Proposal submission and evaluation criteria updated in recent amendment

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared inaccordance with the information in RFO Subpart 12.2, using Simplified Acquisition Procedures found in RFO Part 12, as supplemented with the additional information included in this notice.This announcement constitutes the only solicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.

The Corps Water Management System is the Army Information System (AIS) that supports and enhances the decision-making process for the USACE water management mission. USACE is responsible for round-the-clock monitoring and operation of approximately 600 reservoir, lock and dam, and other water control projects. 

Services to be performed include:

•           Get infrastructure stood up in CWBI Cloud environment

•           Update UI based on feedback from existing usage

•           Meeting participation and notes

•           Various required maintenance tasks
