FEMA is seeking to replace its legacy fleet of AEDs with Stryker LIFEPAK CR2 Automated External Defibrillators and accessories. - Procurement is for 700 units of Stryker LIFEPAK CR2 AEDs - AEDs feature integrated 4G cellular connectivity, continuous CPR rhythm analysis, and high-energy biphasic shock output up to 360 joules - Devices are compatible with FEMA's existing Stryker AED ecosystem - Includes associated operational accessories: - Electrodes, lithium batteries, 4G cellular subscriptions, training units, and trade-in program components - Delivery will occur in four planned increments to address supply chain constraints and ensure continuous replacement - Competition is limited to eligible DHS MedS2 Small Business BPA holders capable of providing Stryker brand-name products - Stryker is the specified OEM; only Stryker products will be accepted - Brand-name justification is based on FEMA's unique operational requirements
Description
DHS/FEMA intends to issue a firm-fixed-price commercial BPA Call on a brand-name basis for Stryker LIFEPAK CR2 Automated External Defibrillators and associated operational accessories, under the DHS Strategic Sourcing Vehicle (SSV) BPA Medical Supplies II (MedS2). Issued pursuant to FAR 16.5 and FAR Class Deviation 26-04, Rev. 1 for FAR Part 16, per RFO 16.507-7 (JEFO No. 26-220, PR No. WX03364Y2026T). FEMA’s minimum needs require supplies unique to the Stryker LIFEPAK CR2 AED. This justification does not authorize award to a single BPA holder without competition; the call will be competed among eligible MedS2 Category 2 Small Business BPA holders capable of providing the required brand-name supplies.
