• Frederick County School District (FCPS) in Winchester, Virginia, is seeking proposals for leased dark or lit fiber wide area network (WAN) services to connect a new high school at 340 Justice Drive to the district's network hub at 1415 Amherst Street.
• Four procurement options are offered:
  • Leased dark fiber with special construction (four strands/two pairs)

  • Leased lit fiber with special construction (10 Gbps, upgradeable to 25 Gbps)

• The contract term is 25 months, starting upon installation and ending June 30, 2031
• Bidders must comply with Virginia procurement laws and FCC E-rate rules, and provide all necessary documentation for E-rate funding

Description

This solicitation seeks bids for a leased lit fiber WAN to provide WAN connectivity for a new high school in Frederick County. The service is intended to begin on June 1, 2029, and is not a redundant service but a contingency in case the contracted service is not in place by the start date. Bidders must submit proposals including a WAN Pricing spreadsheet and may also quote month-to-month service. Proposals that do not address the needs presented in the RFP or are merely catalogs of options will be disqualified.
