Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes as the only solicitation. Quotes are being requested and a written solicitation is attached.
Solicitation number W913E526QA004 is issued as a request for quotation (RFQ) for Antarctic Airfield Rescue and Firefighting (ARFF) Fire Suppression System. This requirement is a total set-aside for small business concerns.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/faroverhaul.
The United States Army Corps of Engineers (USACE), Cold Regions Research and Engineering Laboratory (CRREL), Engineering Research Branch (ERB) has a requirement for delivery and installation of six (6) Compressed Air Foam System (CAFS) firefighting systems for integration as complete Antarctic Airfield Rescue and Firefighting (ARFF) vehicles. The Contractor shall also provide training on operation of the suppression systems and will be required to ship the completed systems to a to be determined CONUS integration contractor facility.
Product Specifications: A partly custom solution is required consisting of commercially available wheeled and tracked, low ground pressure, 7.5-ton payload vehicles that will have separate, integrated commercially available fire suppression systems. This requirement is for the fire suppression portion of the total ARFF solution. Some minor modification of these commercial products may be necessary to meet the needs of Antarctic functionality, specifically to ensure mechanical systems operate down to -30F.

The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer represents the Best Value, considering price and non-price factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.The following factors shall be used to evaluate offers:
1) Technical capability to comply with specification, delivery requirements, and warranty provisions as outlined in Section C, Description of Requirement (DOR).
2) Past experience and competency in the nature of the requested mission.
3) Total price to fulfill the Government’s requirement in its entirety. Price will be evaluated for reasonableness and completeness.
A technically acceptable quote is one that clearly represents the ability to satisfy the minimum specified requirements outlined in Section C, DOR and the quote submission instructions outlined in Section L, Instructions to Offerors. The quote shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to meet the requirements. Quotes that are ambiguous or are missing required information may be disqualified.
Quotes are intended to be evaluated, and award made, without discussions with offerors (other than discussions conducted for the purpose of minor clarifications) but the Government reserves the right to conduct discussions if necessary.
