The U.S. Army Information Systems Engineering Command, on behalf of Army Materiel Command, is seeking innovative technology solutions to modernize and integrate Operational Technology (OT), Industrial Control Systems (ICS), and Facility-Related Control Systems (FRCS) across its enterprise. - Government Buyer: - U.S. Army - Army Materiel Command - Army Contracting Command Aberdeen Proving Ground, Huachuca Division, Alpha Branch - Scope of Work: - Modernization and integration of OT/ICS/FRCS systems, including SCADA, DDC, BAS, and utility devices - Creation of a metering system for critical infrastructure (power grids, water resources) - Cyber-resilience and supply chain risk management for legacy and new systems - Telemetry integration and adaptive engineering to remediate legacy systems without wholesale replacement - Requirements: - Vendor-agnostic, commercially available or rapidly adaptable solutions - Compliance with cybersecurity and sourcing regulations - Accelerated 40-day evaluation and award timeline - Multi-phase prototyping with potential for follow-on production contracts - No specific OEMs, vendors, part numbers, or quantities are named; solutions must be adaptable to a wide range of existing Army infrastructure - Unique/Notable Requirements: - Rapid modernization and integration - Cybersecurity hardening and supply chain risk management - Remediation of legacy systems without full replacement - Iterative prototyping and evaluation process

Description

U.S. Army Information Systems Engineering Command, on behalf of the Army Materiel Command (AMC), is seeking innovative, commercially available, or rapidly adaptable technology solutions to modernize and integrate its vast Operational Technology (OT), Industrial Control Systems (ICS), and Facility-Related Control Systems (FRCS) enterprise. Threats to interdependent power grids, water resources, and control systems jeopardize critical military capabilities and power projection. To address these systemic risks, the Army is looking to create a metering system and rapidly modernize its OT/ICS/FRCS infrastructure, ensure it is cyber-resilient, and integrate disparate systems.

This Call for Solutions (CfS) is issued under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) and in accordance with the Army Open Solicitation procedures detailed within Solicitation W9128Z-25-S-A002, found here: https://sam.gov/workspace/contract/opp/239ec285981a42ba9aa63258ccfb4407/view

This CFS may result in the award of Federal Acquisition Regulation (FAR) contracts or non-FAR agreements (such as Other Transactions) In Accordance With (IAW) DFARS 212.70 – Defense Commercial Solutions Opening (CSO). Other Transaction (OT) agreements awarded under this CFS are not subject to the FAR or its supplements.
