Description
This is a Sources Sought Synopsis issued for conducting market research. This is NOT a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB). No solicitation is being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.
The purpose of this notice is to identify potential qualified sources capable of providing and installing specialized hardware and software for an Airfield Lighting Control and System (ALCS) upgrade.
2. DESCRIPTION OF REQUIREMENT The Government has a requirement to upgrade the existing Airfield Lighting Control and System (ALCS) at Scott Air Force Base to comply with mandatory cybersecurity standards, specifically the transition to the Windows 11 Operating System.
The current ALCS utilizes proprietary equipment and software manufactured by ADB Safegate. Because the existing legacy hardware cannot support Windows 11, the Government requires the procurement, installation, and integration of new, fully compatible hardware.
The scope of this requirement includes, but is not limited to:
HMI Computers: Procuring and installing four (4) new Human-Machine Interface (HMI) computers capable of running Windows 11, to be located in the Air Traffic Control Tower and the Airfield Lighting Vault. Controllers: Upgrading the vault infrastructure by replacing three (3) legacy ACE 2 controllers with three (3) new proprietary ADB ACE 3 controllers. Integration: Installing, programming, and fully integrating the ADB proprietary software so the new Windows 11 computers successfully communicate with the new ACE 3 controllers to operate the airfield lighting.
3. VENDOR CAPABILITY QUESTIONNAIRE Interested parties must submit a brief capability statement addressing the following specific requirements.
1. ADB Certification (Mandatory Requirement): Are you an approved and certified ADB Safegate third-party partner? If yes, please provide documentation or a letter of certification from the manufacturer proving you are authorized to procure, install, and program ADB proprietary equipment and software. Please email this documentation directly to the Contract Specialist and Contracting Officer listed in Section 4.
2. Technical Execution: Describe your company’s experience and capability to procure and install proprietary ADB ACE 3 controllers and integrate them with new Windows 11 Human-Machine Interface (HMI) computers for Airfield Lighting Control Systems.
3. Warranty & Technical Support: If awarded this contract, what standard manufacturer warranty do you provide for the hardware (computers and controllers), and what are your capabilities for providing standard business-hour and emergency hotline support for the software/system post-installation?
