The U.S. Army at Fort Bliss, Texas, is seeking a contractor to provide and service portable latrines and handwashing stations to support training exercises and operations at multiple locations, including Imperial Field, McGregor Range, Tobin Wells, and Oro Grande. - Government Buyer: - U.S. Army, 11th Air Defense Artillery Brigade - U.S. Army, W6QM MICC-FT Bliss (Fort Bliss, TX) - Products/Services Requested: - Rental of portable latrines and handwashing stations - Initial delivery: 4 latrines and 2 handwashing stations at Imperial Field - Additional on-call: Up to 28 latrines and 16 handwashing stations for training exercises - Multiple deployments at various ranges with specific quantities and durations (e.g., 12 latrines and 6 handwashing stations for 56 days at McGregor Range/Tobin Wells) - Servicing and cleaning of all units, including: - Twice-weekly cleaning, pumping, sanitizing, and restocking of supplies - Emergency response service within 4 hours, available 24/7 - Relocation of units during exercises (up to 20 relocations) - Total estimated servicing: 2,138 latrine services and 1,223 handwashing station services - Unique/Notable Requirements: - All units must meet ANSI Z43-2005 sanitation standards - Compliance with federal and state safety and sanitation regulations - Emergency maintenance response within 24 hours (or 4 hours for critical issues) - Contract is set aside for small business participation under NAICS 562991 - OEMs and Vendors: - No specific OEMs or manufacturers are named; open to all compliant providers - Period of Performance: - Base year plus four option years (total up to 5 years), with annual renewals possible - Initial period: 15 September 2026 to 14 September 2027, with options through 2031/2032

Description

This is a non-personal services contract to provide latrine, hand washing stations, and cleaning services at Imperial Field, Fort Bliss, TX 79916 and on order to support field exercises on Fort Bliss and the Dona Ana Range Complex. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
