Description
This is a Request for Quotation (RFQ) for commercial products and services prepared in accordance with (IAW) Revolutionary FAR Overhaul (RFO) Subpart 12.2 procedures. IAW RFO 5.101(b)(1), a separate, written pre-solicitation notice has not been issued and this RFQ represents the only solicitation.
ACQUISITION TYPE: Full and Open Competition.
NAICS & SB SIZE STANDARD: The North American Industry Classification System (NAICS) code associated with this requirement is 336320 – Motor Vehicle Electrical and Electronic Equipment Manufacturing. The Small Business Size Standard associated with this NAICS is 1,000 employees.
DESCRIPTION OF BRAND NAME REQUIREMENT: The 91st Security Forces Group (91 SFS), Minot Air Force Base, North Dakota, requires the purchase and installation of lights and sirens in their Joint Light Tactical Vehicles (JLTV). In accordance with the Naval Information Warfare Center USAF JLTV Integration Procedures, the brand name Whelen Lights and Sirens System must be utilized.
CMMC REQUIREMENT: Level 2 (Self). Quoters must meet the minimum CMMC Level 2 (Self) requirement to be eligible for award. All subcontractors used in performance of an award resulting from this solicitation must also possess a current CMMC certification or current CMMC status at the CMMC level that is appropriate for the information that is being flowed down to the subcontractor based on the requirements at 32 CFR 170.23. No preference will be given to Quoters who possess a higher CMMC level certification than the minimum Level 2 (Self) requirement.
DISTRIBUTION STATEMENT: The attached, unclassified Statement of Work (SOW) is approved for public release. The associated technical manual “JLTV-HGC/GP-GLOBAL STRIKE REQUIREMENTS” is marked as Distribution D (authorized for DoD and DoD contractors only) and contains Controlled Unclassified Information (CUI). The full technical manual will only be provided to the awarded contractor who possesses the minimum Cybersecurity Maturity Model Certification (CMMC) level to handle CUI, as identified in this RFQ.
KEY TASKS: Vehicle Preparation, Component Installation, Electrical and Cable Routing, Installation Completion, and Training
INSTRUCTIONS: Quoters are instructed to review the solicitation document and all attachments in their entirety. All questions and quotes in response to this RFQ must be submitted in writing to the Government Points of Contact (POCs) indicated in this posting. Quoters should submit a brief technical narrative (1-3 pages) demonstrating their experience and qualifications for performing electronics and equipment integration on tactical military vehicles. Contractor personnel should be proficient in: (1) reading and interpreting vehicle and system-level technical diagrams, (2) automotive electrical systems, including wiring, splicing, and connector assembly, and (3) safe handling and installation of vehicle components. Quoters should submit their pricing on the attached Pricing Template, including their proposed lead time to project completion.
BEST VALUE: The anticipated award will be made to the Quoter whose quote represents the best value to the Government. Best value will be determined by considering price, past performance, quality of proposed products/services, and conformance of the quote to the RFQ and its attachments.
