Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Offers are being requested and a written solicitation will not be issued. Solicitation number W50S8R26Q0025 is issued as a Request for Quotation (RFQ). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This solicitation is 100% small business set aside. The NAICS code that applies is 811310 and the size standard is $12.5M. This action will result in a firm-fixed price (FFP) purchase order utilizing simplified acquisition procedures.

Site Visit A site visit has been scheduled for 24 August 2026 at 10:00 AM EST. Due to security conditions, all offerors SHALL register to attend this conference and site visit. Email the following information for all attendees to James Kliewer at james.kliewer.2@us.af.mil. Upon request, a base access form will be provided for interested site visit attendees to fill out and sign. The base access form shall be completed and provided by 20 August 2026 at 1:00 PM EST to ensure access to the installation. Visitors shall arrive no sooner than 30 minutes and no later than 15 minutes prior to the start of the site visit. Note that failure to arrive at the front gate prior to 9:45 A.M. may be grounds for exclusion from the site visit, as there will be a one-time escort for all attendees (i.e., escort will not return to the front gate for those who arrive late).
Addendum 52.212-1 Instructions to Offerors - Commercial Items. 1. GENERAL INSTRUCTIONS TO OFFERORS: This RFQ is being issued in accordance with the procedures at RFO FAR 12. The contracting officer is vested with additional procedural discretion and flexibility, for this acquisition which may allow to solicit, offer, evaluate, and award in a simplified manner that maximizes efficient economy, minimizes burden and administrative costs for both the Government and industry through procedures awarding this Contract. The Offeror’s quote shall be submitted electronically as outlined below. The government contemplates awarding a single FFP contract based on a competition between small businesses where the Offeror’s quote is most advantageous to the Government, price and other factors considered. 1.1. Questions regarding this RFQ shall be in writing and directed via e-mail to james.kliewer.2@us.af.mil. All correspondence shall reference W50S8R26Q0025. The cut-off for questions is no later than 26 August 2026 at 1:00 P.M. ET. All questions will be answered electronically so that all respondents will be provided with equal access to all questions and answers. 1.2. The Offeror is notified that the Government will not reimburse costs incurred for quote preparation. The proposal evaluation and discussion procedures. FAR 15.203 do not apply to this acquisition. The Government will conduct evaluations using an approach that is most advantageous to the government, price and other factors considered, using RFO FAR 12.203, considering solely the offeror’s response to this RFQ. 1.3. The government does not intend to hold any exchanges after receipt of quotes and respondents are advised to submit their best offer at the time quotes are due. In the event that exchanges with respondents after the receipt of quotes are deemed necessary, the contracting officer may hold such exchanges with any or all quoters, at any time, in any manner, without complying with the rules in 15.204, which are not applicable to this acquisition. A competitive range may, or may not, be established at the sole discretion of the contracting officer. All respondents will be treated fairly and impartially, in accordance with RFO FAR 1.102. 1.4. The offeror shall submit an unclassified quote which demonstrates its ability to perform and meet the requirements in Attachment 1 Performance Work Statement (PWS). 1.5. Quote shall conform to all the requirements of this RFQ. Failure to conform may result in your quote being rejected and no longer considered for award. 1.6. By responding to this RFQ, the offeror agrees to meet all the requirements incorporated herein, including those listed in the PWS, and agrees to all the terms, conditions, and provisions. 1.6.1. The Offeror’s quote shall be submitted electronically to the addresses listed under “Quote Submission Instructions”. The closing date and time for submittal of quote is 3 September 2026, 1:00 P.M. EST. 1.7 Quote Organization 1.7.1. The Offeror’s quote shall consist of three volumes. The offeror shall submit an unclassified quote which demonstrates its ability to perform and meet the requirements in Attachment 1 Performance Work Statement, enclosed with this solicitation. Volume 3 - Price Required Content 1.8 Volume 1 – Technical shall be organized in sections as it addresses the corresponding sections. The offeror shall provide a realistic and descriptive solution for tasks and evidence that the offeror has current capability and resources to meet the requirements defined in Attachment 1 Performance Work Statement. To facilitate the evaluation of Technical Capability, the Offeror’s Technical Proposal must specifically address the following sub-factors: Factor 1: Technician Qualifications Requirement: Offerors shall provide verifiable documentation (e.g., copies of current certificates, official training records) demonstrating that proposed personnel meet or exceed the minimum certification requirements identified in the PWS. Standard for "Acceptable" Rating: The proposal must include valid, current documentation demonstrating that the proposed workforce includes technicians who possess: A current EGSA Journeyman or Master Technician certification. OEM factory training or certification for both Cummins and Kohler generator systems as listed in Technical Exhibit 3. NFPA 70E (Standard for Electrical Safety in the Workplace) training completed within the last three (3) years. Standard for "Unacceptable" Rating: The proposal fails to provide documentation for any of the required certifications, or any provided certification is expired, invalid, or does not meet the requirements as stated. Factor 2: Technical Approach for Generator Overhaul Requirement: Offerors shall submit a technical approach narrative (not to exceed 3 pages) that describes their plan for executing the comprehensive overhaul of the Cummins 900kW generator (Building 409), as specified in PWS Section 5.0. Standard for "Acceptable" Rating: The submitted narrative clearly demonstrates a thorough understanding of the requirement by addressing, at a minimum, the offeror's approach to: pre-overhaul diagnostics; replacement of specified gaskets, seals, and cooling system components; fuel and lubrication system refurbishment; and the execution and documentation of the final 4-hour load-bank test. Standard for "Unacceptable" Rating: The narrative is generic, fails to address the specific mandatory overhaul tasks detailed in the PWS, or proposes a method that is materially non-compliant with the requirement. Factor 3: Service Response Plan Requirement: Offerors shall submit a brief plan (not to exceed 2 pages) detailing their capability and methodology for meeting the emergency and routine service call response times specified in the PWS. Standard for "Acceptable" Rating: The plan affirmatively states the offeror's ability to meet the mandatory on-site response times and describes the 24/7/365 dispatch and service coordination process that will be used to ensure a qualified technician arrives on-site at Mansfield Lahm ANG Base within: 24 hours for emergency calls on "Mission Critical" generators. Three (3) business days for emergency calls on "Standard" generators. Standard for "Unacceptable" Rating: The plan fails to confirm the offeror's ability to meet the mandatory on-site response times or describes a process that does not support these requirements.
Past Performance Past performance information may be obtained from any sources available to the Government, such as CPARS, GSA, or FAPIIS. This RFQ does not require a past performance submittal from quoters.
Price Volume The price volume shall include all cost and price data supporting the proposed costs and prices. Certified cost and pricing data are not required, but the Government reserves the right to request additional information prior to award.
Quote Submission Instructions The Government will only accept electronic submissions. Ensure all volumes are clearly indexed and logically assembled. Basis of Award - Evaluation The Government intends to award a single FFP contract to the responsible offeror whose quote is most advantageous, considering price and other factors. The evaluation will consider: Technical Past Performance Price Quotes are not offers and do not establish a contract until accepted by the Government. An order issued in response to a quote is an offer by the Government to buy, which the contractor may accept to form a contract.
