Title: Notice of Intent to Sole Source – EMORY UNIVERSITY – Sister Study PFAS and Exposomics Analysis
Description:
This is a notice of intent, not a request for quotation. A solicitation document will not be issued, and quotations will not be requested.
The Government intends to award a firm-fixed-price purchase order to Emory University for a period of performance of 12 months to support the Sister Study PFAS and Exposomics Analysis conducted by the National Institute of Environmental Health Sciences (NIEHS), Intramural Research Program (IRP). The study will examine novel and legacy per- and polyfluoroalkyl substances (PFAS) and other exogenous, persistent environmental chemicals in an established U.S. cohort of women recruited to study environmental risk factors for cancer.
This work builds on a prior chemical exposome and PFAS study conducted in collaboration with Dr. Douglas Walker’s comprehensive Laboratory for Untargeted Exposome Science (CLUES) at Emory University, and will extend the analysis to additional cancers, including uterine, ovarian, and thyroid cancers and brain meningiomas, using a nested case-cohort design. The work requires a non-targeted analysis of the chemical exposome, including a targeted analysis of PFAS congeners. Targeted and untargeted analysis must be performed using liquid and gas chromatography with high resolution mass spectrometry (LC-HRMS and GC-HRMS).
Dr. Walker’s CLUES Laboratory at Emory University is the only source capable of performing the required analysis to ensure the same methodologies are employed to generate data that is consistent and compatible with previously generated data in Dr. Walker’s laboratory using the same methodologies. PFAS measurements generated through different laboratories vary in compound coverage, detection frequency, and quantification methods, and they cannot be reliably pooled. Conducting this analysis at a different laboratory would require revalidating methods and would risk analytical variability and jeopardize the essential compatibility between new and existing data. As a result, this acquisition is being pursued as a sole-source purchase order with Emory University.
This acquisition is being conducted using policies unique to the Revolutionary FAR Overhaul (RFO) Part 12.201-1 Simplified Procedures; Competition Requirements, pursuant to (RFO) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements under the authority of 41 U.S.C. 1901.
Responsible sources that believe they can satisfy the Government’s requirements may submit capability statements or other information demonstrating their ability to fulfill the requirement. Responses must reference this posting number and be submitted to the NIH Office of Acquisition and Logistics Management, referencing this posting number, prior to the closing date specified in this announcement, to the attention of Gannon White, Contracting Officer, or Gisele Beaudoin, Contract Specialist.
